In our recently completed fiscal year, BCLC generated a record $1.5 billion in net income to the Province of B.C. to support First Nations, host local governments, health care, education and community programs across the province.

Job Summary:


The Manager, Technology Talent Development & Innovation exists to ensure BCLC's Business Technology (BT) division has the skills and capabilities to deliver the next generation of technology for our players.

This role is responsible for guiding, planning, and implementing BT's overarching skills and talent evolution and development. This encompasses the lifecycle of capabilities and skills required within BCLC's technology division, such as identifying and developing plans for new strategic and emerging skillsets, leading the Business Technology training committee, and leading the technology Co-Op Program and the technology Intern Program governance.

This role will foster close relationships with post-secondary institutions in BC to build upon BCLC's successful Co-Op and Intern programs. We aim to give back to our communities through meaningful learning experiences with a focus on diversity in IT, and to position BCLC as an employer of choice for upcoming and new graduates.

The Manager, Technology Talent Development & Innovation will also implement and evolve BCLC's Technology Innovation capabilities. This role will oversee and drive the processes to learn about, drive awareness, and trial emergent technologies with a strong connection to business outcomes and value.


Key Accountabilities:

  • Develop the strategy and plan for BT's overarching skills and talent evolution to ensure BT's readiness to deliver the next generation of technology for our players.
  • Lead and evolve the BT Training Committee, which is a cross-functional team responsible for allocation of the BT training budget. This role has overall responsibility for the BT training budget and allocation of available credits.
  • Work with Capability Managers to foster and create clear career pathways for BT staff.
  • Develop, implement, and lead the BT Co-Op Program to deliver meaningful learning opportunities and experiences for post-secondary students. Establish learning goals and development plans for students for technical and soft skills in a corporate environment, providing feedback and mentorship along the way.
  • Develop and provide governance for BT Intern Program to build a roster of emerging talent with the goal of moving Interns into full-time employees.
  • Proactively engage BC technical communities (e.g., post-secondary institutions, agencies, job fairs, etc.) to build relationships and support the Co-Op and Intern programs.
  • Work closely with stakeholders, including BT Leadership, Capability Managers, Product Managers/Owners, Agile Coaches, and People & Culture to align on talent strategies, plans, and programs.
  • Implement and mature BCLC's Technology Innovation program and processes.
  • Stay current on emerging technologies to identify and assess needs and relevant opportunities.
  • Work closely with stakeholders, including Senior Leadership, Enterprise Architecture, Product Managers/Owners, Capability Managers, and Technology Program Managers to ensure a business-focused lens on Technology Innovation.
  • Define, measure, and report success metrics for Technology Talent Development and Technology Innovation.
  • Manage budgets, performance, and staff development, which may include contractors and partners.

Minimum Required Qualifications

Education and Experience

  • A University degree or diploma in a relative discipline supplemented by industry recognized professional courses.
  • 5 - 7 years relevant experience in a technical capability, including 3 years' experience in a leadership role, which may include people leadership or coaching/mentoring experience.
  • An equivalent combination of education and/or experience may be considered.

Technical Requirements

  • Demonstrated leadership and coaching skills and the ability to build strong and trusting relationships with managers, employees, peers, and external organizations.
  • Leadership skills with emphasis on communication, innovation, change management and continuous improvement.
  • Experienced in developing, mentoring, and training new and inexperienced employees.
  • Strong technical background with an understanding of technical organizations in a corporate environment.
  • Strong strategic thinking skills, able to find innovative yet practical strategies to achieve goals, links several strategies into a unified plan, while anticipating needs and looking future focused.
  • Demonstrated advanced skills in networking and collaboration.
  • Strong technical writing and verbal communication skills.
  • Believes in continuous improvement and is driven to question and improve processes, systems, and practices as appropriate.
  • Experience with agile software development methodologies (Scrum, Kanban, etc.) is an asset.
  • Understanding of B.C. gaming industry is an asset.
