Description

The Seasonal Property & Facilities Coordinator gives oversight to facilities management for the MU. The incumbent is responsible for ongoing maintenance, security of four properties and the equipment/materials that enable mission: Westside Ministry Site (Westbank), Church (Kelowna), Community Services (Kelowna) and Officer's Quarters (Kelowna).

The Property Coordinator supports mission impact by enabling the effective stewardship of property and material resources.

KEY RESPONSIBILITIES:

  • Responsible for developing maintenance plans/schedules for the MU's equipment, securing formal approval from the Management Team.
  • Recommends and may perform minor and some moderate repairs (program vehicles, faucet, toilets, and light fixtures).
  • Assists with maintaining inventory lists for all sites, in accordance with internal policy guidelines.
  • Assumes responsibility for ongoing grounds maintenance/landscaping.
  • Ensures diligent adherence to approved short- and long-term maintenance plans/schedules.
  • Ensures maintenance logs are carefully maintained and regularly updated.
  • Ensures parking lots are well always maintained. Contracts appropriate sanding/ salting/snow removal for all sites. Works to mitigate any perceived health and safety risks.
  • Ensures that the repair or purchase of equipment is within the defined budget.
  • Coordinates and supports scheduled maintenance procedures in compliance with warranties and contracts.
  • Plans, directs and may implement preventative maintenance procedures for equipment.
  • Plans and coordinates renovation projects approved by the Management Team, including dry walling, minor electrical repairs, painting and plumbing.
  • Secures quotes for equipment/furnishings purchases, in compliance with policy, seeking formal approvals from Management Team. Updates inventory lists as new equipment/furnishings are purchased/installed.
  • Conducts moderate troubleshooting of building systems and calls in other professionals when required.
  • Works with Admin and Internal Communications Manager in the ongoing assessment of electronic surveillance system needs and oversight for all ministry sites.
  • Works with the Facilities Coordinator for the set up and take down needs for internal and external groups and provide support for equipment and facility needs.
  • Consults with THQ Property on all building projects, ensuring internal and external requirements (Permits, Codes, By-Laws) are fully addressed as projects move forward.
  • Develops specifications for tenders for property projects/renovations and negotiates tenders on behalf of MU.
  • With support of Management Team, submits necessary property project/renovation documents through DHQ and THQ to secure formal approvals.
  • Monitors quality of workmanship and safety compliance of external contractors and/or maintenance personnel.
  • May maintain and comply with provincial requirements for water and sewage treatment.
  • Performs other duties as assigned

NOTE: Not all incumbents perform all of the duties described above but perform a similar range of duties.

Governance Boards and Councils: Management Team

  • Internal: Property mission partners, other MU mission partners, CS guests, congregation members
  • External: Donors/Supporters/General public, Municipal Offices, Police/Fire/Ambulance

Managerial / Technical Responsibility:

  • Reports directly to the Operations Director
  • Direct reports: property-related volunteers, external contractors working on property projects

Financial and Materials Management:

  • Significant material responsibility (equipment, vehicles, properties, etc.)
  • Supports preparation of annual budget by identifying property maintenance and equipment
  • purchase needs
  • Expenditure approval up to $10,000

Working Conditions:

The incumbent will work at all property locations

The incumbent will work under the following disagreeable conditions:

  • Work schedule may impact life (weeknights & weekends)
  • On-call for property emergencies

The job incumbent may be exposed to the risk of moderate to severe injury or illnesses due to:

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

Education, Qualifications and Certifications:

  • The successful job applicant will have completed some Trades Certification/s
  • NOTE: An alternative level of education and experience may be acceptable.

Experience and Skilled Knowledge Requirements

  • Three (3) years of prior related experience in property management/facilities oversight
  • Knowledge of Municipal Codes, By-Laws, Permit Regulations relating to property projects

Skills and Capabilities:

  • Ability to represent The Salvation Army in a positive and professional manner in the community.
  • Able to provide Criminal Background Check screening that is satisfactory to The Salvation Army, in its sole discretion, is required.
  • Attention to detail, problem-solving and analytical skills.
  • Excellent communication and interpersonal skills.
  • Understanding of workplace health and safety requirements, WHMIS, universal precautions.
  • Ability to effectively manage a team.
  • Excellent time management skills.
  • The incumbent must be able to multitask, performing several jobs at the same time.
  • The performance of the job requires frequent twisting, bending, crouching, reaching, reaching overhead, pushing and pulling, lifting, kneeling, standing for long periods of time.
