Position Highlights:

Join our team as a Project Manager, Energy and Emissions as you identify, coordinate and manage the implementation of low carbon resilient project initiatives for Fraser Health.

Key areas of responsibility include:

  • Identifies low carbon resilient opportunities by overseeing energy audits and assessments, engaging with facilities maintenance and operations staff, and by guiding detailed energy studies by consultants.
  • Manages low carbon resilience projects to ensure successful implementation and post project measurement and verification (M&V) process.
  • Works with assigned staff to review, analyze and interpret low carbon emissions data
  • Partners with Planning and Projects teams on development of project charters, plans and deliverables.
  • Contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies, and monitor risk throughout the life cycle of the project.
  • Provides direction to project team members, conveys policies and priorities, coordinates work and ensures issues are resolved or escalated to ensure project deliverables and timelines are met.
  • In collaboration with Planning and Project teams, provides assessments of low carbon resilient strategies during the planning, business case and procurement phase of major strategic projects.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Working for the shared service collaboration Energy and Environmental Sustainability team, and reporting to the Director, Energy and Emissions, the Project Manager, Energy and Emissions is responsible for identifying, coordinating and managing the implementation of low carbon resilient project initiatives for Fraser Health (FH).

Ensures that project deliverables are effectively completed by collaborating with stakeholders at all levels and inspires others to achieve goals and deliverables through facilitation, effective communication of corporate visions, and ensuring the culture is one in which individual competencies can thrive.

Projects may involve process improvement and work redesign, productivity review/staff deployment and the provision of strategic information to support those processes. Liaises with consultants, vendors and other health care entities and other external agencies to negotiate contracts for the provision of goods and services. Provides leadership, guidance and support to designated project staff as appropriate.

Findings and recommendations have a direct financial and staff resources impact. Communicates with all levels of staff and management within the CoC and/or across FH to facilitate consensus, consult, negotiate and share information.


Responsibilities

  1. Identifies low carbon resilient opportunities by overseeing energy audits and assessments, engaging with facilities maintenance and operations staff, and by guiding detailed energy studies by consultants. Facilitates consensus amongst internal and external stakeholders to secure the financial support and human resources necessary to implement the projects and programs identified.
  2. Manages low carbon resilience projects to ensure successful implementation and post project measurement and verification (M&V) process. Works with assigned staff to review, analyze and interpret low carbon emissions data; implements appropriate changes to the project scope to meet specific Greenhouse Gas emissions targets for Fraser Health.
  3. Partners with Planning and Projects teams on development of project charters, plans and deliverables.
  4. Contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the life cycle of the project.
  5. Provides direction to project team members, conveys policies and priorities, coordinates work and ensures issues are resolved or escalated to ensure project deliverables and timelines are met.
  6. In collaboration with Planning and Project teams, provides assessments of low carbon resilient strategies during the planning, business case and procurement phase of major strategic projects.
  7. Partners with internal and external stakeholders to ensure collaborative approach for efficient design and construction for major infrastructure projects; identify opportunities to align new construction major projects with external partner incentive programs.
  8. Prepares reports, memos, proposals, business cases and deliver presentations to managers, directors, and other stakeholders to secure buy-in for low carbon resilient projects.
  9. Contributes to the preparation and updating of the long term Strategic Energy and Emissions Management Plans which details how FH will meet its energy and Greenhouse Gas emission reduction objectives and targets and to satisfy Provincial policies on climate change mitigation.
  10. Maintains industry leading knowledge of low carbon reduction practices and technologies by liaising with other experts, reviewing current literature and attended various seminars and/or conferences on passive/low carbon solutions.
  11. Provides energy related technical expertise, feedback, and recommendations as needed to other FH departments on projects and equipment procurement to ensure energy and Greenhouse Gas emissions are minimized wherever possible.
  12. Develops and maintains positive working relationships with staff at all levels of the organization, as well as key external stakeholders, including but not limited to provincial ministries, utility providers, federal and municipal agencies.
  13. Performs other related duties as assigned.

Qualifications

QUALIFICATIONS:


Bachelor’s degree in engineering, science, business, planning, sustainability or related field, supplemented with five (5) years’ recent, related experience in a leadership role in project management within a large complex organization; or an equivalent combination of education, training and experience.

  • Maintains a thorough understanding of available resources for projects and applicable stakeholder groups, provides feedback and detailed analysis on project processes and makes recommendations as required.

  • Works effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
  • Demonstrates excellent communication skills with all stakeholders, and ability to work efficiently independently and as a member as a team.
  • Proficiency with computer applications including MS Word, Excel, PowerPoint and applicable project management databases.
  • Physical ability to perform the duties of the position.
