Responsibilities         

PRIMARY PURPOSE

Provides expert advice and services on project management functions, including proactive risk management, quality assurance, business case development, project cost estimation, scheduling and reporting for projects in the Engineering Division. Supervises the management of project documentation, information, and standards within the division. Develops and maintains policies, procedures, standards and guidelines, tools and techniques, metrics and measurements for consistent and successful project delivery.

KEY ACCOUNTABILITIES

Oversees the delivery of project management support services for all Engineering projects. Develops and maintains policies, procedures, standards and guidelines, tools and techniques, metrics and measurements related to project management to guide successful and consistent project delivery. Supports and advises management and project managers to drive project success.

Supports the delivery of quality assurance support services to management and project managers for all Engineering projects, including quality planning, quality control, quality assurance, and quality improvement activities. Supports and advises management and project managers to define, review and achieve project quality goals.

Manages and maintains all the documentation and database on risk management for all the projects within the division. Manages and maintains a master risk management report and develops a process to provide regular project progress to management and project managers to ensure consistent and successful delivery. Provides reports and presentations to the leadership team on overall projects risks across the division.

Develops and maintains robust project scheduling and resourcing management guidelines to plan and monitor project progress. Creates and maintains a master schedule and integrated master resource plan for all projects, tracking key project milestones and deliverables and adjusting project plans, schedules, and resources as needed. Collaborates with key stakeholders, including delivery managers, project managers, and business managers, in gathering scheduling and resource data to support schedule and plan updates. Ensures that the master schedule and integrated resource plans are used effectively by delivery managers and project managers to optimize resource scheduling and deployment. Alerts management and senior management of any resourcing risks and issues.

Develops policies, procedures, and standards for project reporting and establishes a project reporting system, including metrics, measurements, and techniques, to support, monitor, and evaluate the delivery of projects within the division, in consultation with the senior management team and project delivery department.

Leads development of regular and ad hoc reports and dashboards for Engineering projects and project portfolio activities. Analyzes project progress and performance according to the defined standards and measurements, highlighting critical issues for senior leaders. Develops customized reporting according to the requirements of different projects and project portfolios. Implements reporting process changes as directed by management. Provides support on reporting requests for internal and external audits.

Assists in the preparation of project phase gate reviews including business case, scope, schedule and budget. Conducts assurance activities to ensure gate requirements are met.

Provides centralized training and expert advice to project managers on policies, procedures, standards, techniques, guidelines, and best practices related to project delivery.

Acts as liaison between Engineering and internal stakeholders including Finance, Strategic Sourcing, and Operating Companies, for the development of processes and standards to support successful project delivery.

Supervises the management of project documentation, project information, and standards within the division.

Provides day-to-day oversight, coaching, guidance, and technical advice to reporting employees. Collaborates with the Manager on performance management of employees; and takes the lead on recruitment/selection and performance management processes.

Qualifications         

EDUCATION AND EXPERIENCE

Completion of University degree in Engineering, Business Administration, or a related field. Relevant certification, e.g. PMP, is desirable. Requires 5 years of previous experience in project management.

OTHER REQUIREMENTS

  • Solid knowledge of the principles, theories, concepts and practices of project management and project reporting.
  • Advanced analytical thinking and problem-solving skills, to resolve critical and high impact issues.
  • Advanced verbal and written communication skills.
  • Solid time management skills to balance and coordinate effort across multiple, concurrent activities.
  • Solid interpersonal skills to build and maintain relationships with multiple internal and external stakeholders.
  • Solid technical skills in business and project management software.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Work Schedule

37.5 hours per week.

Hybrid

This position offers the flexibility of working both on-site and remotely within B.C.

Rate of Pay              

Salary $82,400 - $123,600 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
