Maintenance Interface Manager

Core purpose of the job:

Responsible for the safe and efficient operation of the physical mechanical systems/equipment on site. Directs all work of the personnel assigned. Responsible for budgeting and procurement. Accountable for achieving specific operational objectives.

Ensures day to day requirements of delivering the FM contract generally are met. Works with General Manager to ensure audit readiness at all times.

Ensure contractual performance in accordance with agreed budgets. Maintains compliance with the key performance indicators. Maximizes value from contractors and suppliers while minimizing debt.

Scope of duties & responsibilities:

  • Reviews job orders to determine work priorities.
  • Planning, managing, and controlling operational and capex budget, working with projects to ensure lifecycle budget aligns with the needs of the property.
  • Understanding contractors and employees scope and responsibilities, ensuring no gaps or overlaps.
  • Requisitions tools, equipment, and supplies required for operations across the department.
  • Perform field observations and regular audits of building components. Prepare routine and special system operation reports.
  • Ensure all staff and contractors follow Confined Space and Safe Work procedures.
  • Work with all departments within Green Timbers to ensure all contractual obligations are met.
  • Works within
  • approved budget. Develops and implements cost saving measures where there are no negative impacts to KPI's.
  • Works with operations team to ensure department goals are met.
  • Takes responsibility for contractual requirements & identifying scope creep and securing that additional customer requests are managed as minor works or changes by the projects department.
  • Responsible for the scheduling of resources to meet contractual requirements.
  • Identifies and resolves problems in a timely manner; Gathers and analyzes data and information to ensure building performance.
  • Maps out department deliverables and ensures they are met on time and on budget.
  • Keeps up-to-date with changes and new concepts in the fields of maintenance and operations, and related areas through attendance at courses, seminars, conferences, and other professional activities.
  • Understands of the costs associated with the department and potential cost exposure in case of delay, changes, quality issues etc. Identifies and modifies of issues with potential impact on cost.
  • Maps the stakeholders of deliveries and plans how to manage and control the stakeholders, including customers, experts, consultants, local authorities, engineering sub-contractors, partners etc.
  • Ensures risks are properly identified and that mitigation actions are in place and followed. Tracks, reports, and integrates risks into the overall risk management process.
  • Enhances facilities services and organization reputation by accepting ownership for accomplishing new and different requests.
  • Reviews and validates contract agreements and and purchases. Ensures alignment with budget and schedule.
  • Good knowledge of BC Building Code, BC Landscape Standards, CSA, ASHRAE and WorkSafe BC requirements.
  • Communication Management: Managing the communication with the customer, sub-suppliers, sub-contractors, partners, customers internal and external, etc. Secures clear, accurate, timely, and consistent communication between stakeholders to ensure up-to-date exchange of information.
  • Monitors Maximo and provides Contract Manager with regular updates on where the department is related to KPI's.
  • Manages communication with interface parties outside of the contractual relationships.
  • Manages Procurement services, which may also cross over with other properties in BC.
  • Provide input relating to employee performance and recommend career development.
  • Oversee and conduct quality audits related to mechanical, fabric and electrical systems
  • Maintain and update the Asset Register and Planned Preventative Maintenance (PPM) work tasks as part of ongoing maintenance activities.
  • Directly manages employees in the maintenance department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include planning, assigning, and directing work, addressing complaints and resolving problems, interviewing, hiring, and training employees, appraising performance, rewarding and disciplining employees.
  • Comply with company policies, procedure, and quality requirements and ensure a safe and healthy working environment within the post-holder's span of control.
  • Fulfil Health & Safety responsibilities by adherence to the requirements of the company's Health & Safety Policy and Health & Safety Management Plans.
  • Support the company's Quality Policy Statement and actively participate in the achievement of company and personal Quality objectives
  • Undertake such other duties appropriate to the level and character of work as may reasonably be required within the Department / Service.

Essential attributes:

  • Extensive knowledge of maintenance and mechanical systems including HVAC, Elevators, life safety systems, etc.
  • Working knowledge of procurement services, Interface agreements, and contract negotiations.
  • Ability to supervise a variety of personnel actions and direct a work force to ensure the facility is maintained in a clean and orderly manner.
  • Fosters long-term learning and development of others through coaching, managing performance and mentoring; has a genuine desire to develop others and help them succeed; formally and informally recognizes deserving staff and colleagues.
  • Advanced knowledge of CMMS and BMCS software, Microsoft office suite, and financial reports.
  • Extensive experience with Building Maintenance Systems (BMS) and HVAC systems, CCVE, fire alarm, access control and other facility-related systems.
  • Proven excellent verbal and written communication skills.
  • Team player with excellent leadership skills, committed to working in a quality environment
  • Working knowledge of Health and Safety requirements at the Federal and Provincial levels.
  • Excellent report creation and analyzation skills.
  • Excellent command of the English language, both in verbal and written communication.
  • Ability to read and interpret drawings, specifications, and control diagrams.
  • Must possess the ability to manage multiple projects simultaneously and to effectively interface with others
  • Must be able to obtain and maintain enhanced security clearance with the RCMP.

Preferred Qualities:

  • 10+ years of maintenance management, contract negotiation, and budgeting experience.
  • Previous Public Private Partnership (P3) experience and /or working within an ISO structured environment in a similar role.
  • Advanced knowledge of control systems and electrical protection devices.
  • Working experience within a performance-based environment wherein Key Performance Indicators (KPI's) were set and delivered.
  • Ticketed in Dual Red Seal Trades
