Main Purpose and Function

The Civil Engineer I provides technical expertise to the management of commercial on-street parking programs and supports the development and review of associated on-street parking policies. The position reports to the Senior Parking Engineer and supervises a team of technical staff. This position works closely with the Parking Operations and Enforcement Branch and other branches within the Transportation and Public Space and Street Use divisions to manage the use of curbside space.

Specific Duties/Responsibilities

  • Supervises a team of technical staff in the management of commercial on-street parking programs, including pay parking, car sharing, and passenger, loading, taxi, tour bus and disability zones
  • Designs, reviews and accepts signage and paint plans for curbside regulations and pay stations
  • Liaises with various operations branches to coordinate the installation of curbside regulations and pay stations
  • Reviews parking impacts due to major construction or transportation projects
  • Undertakes the technical review of existing commercial parking policy and programs and support the development of new policy to support City-wide objectives
  • Conducts research, analysis, public engagement and policy development related to commercial parking programs
  • Responds to requests from the public and liaise with internal and external stakeholders, such as business improvement associations and transportation companies
  • Other duties/responsibilities as assigned

Minimum Qualification Requirements

Education and Experience:

  • Bachelor’s degree in Transportation Engineering with a Professional Engineer designation and minimum of four years related experience in transportation or parking for a municipality, or an equivalent combination of education, training and experience
  • Registration or eligibility to register as a Professional Engineer in British Columbia

Knowledge, Skills and Abilities:

  • Sound knowledge of practices, design principles and theories and best practices related to parking programs.
  • Knowledge of project management methodologies, practices, processes and policies
  • Excellent leadership skills with the ability to motivate and engage staff
  • Strong project management skills with demonstrated ability to prepare and manage project and program budgets
  • Strong time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Strong written/verbal communication skills and ability to speak and make presentations to stakeholders and the public
  • Strong conflict resolution, mediation and negotiation skills
  • Ability to exercise diplomacy and tact
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
  • Ability to read and interpret complex engineering plans and specifications
  • Ability to prepare technical presentations and reports on complex design issues
  • Ability to conduct research, analyse data and make recommendations on policies and projects
  • Proficient in the use of software applications

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
