Main Purpose and Function
The Electrical Engineer will be responsible for electrical engineering design work and serving as Engineer of Record (EOR) for traffic signals, street lighting and power distribution designs on assigned projects. In addition, the Electrical Engineer will provide project coordination/management, cost estimates, third-party design reviews, follow EGBC quality management guides, and perform other duties related to the City's electrical infrastructure and within the responsibilities of the Electrical Design Branch. The successful candidate will also work in electrical work related to City electrical infrastructure as required.

Specific Duties and Responsibilities
Responsibilities for this role include, but are not limited to:

  • Serve as Engineer of Record and/or checker on internal electrical and traffic signal design projects.
  • Perform electrical engineering design work (traffic signals, power distribution, street lighting, etc.).
  • Review designs prepared by electrical consultants/utilities/developers for electrical off-site scope.
  • Resolve electrical design issues throughout the project lifecycle as required.
  • Conduct quality audits/control reviews of work developed by peers, designers, and drafters.
  • Assist in the preparation of the department's specific standards and procedures.
  • Provide estimates for the engineering budget and schedule.
  • Coordinate with internal and external stakeholders to ensure design services are provided within project timelines.
  • Explore and implement cost-effective ways of delivering services.
  • Provide management with project updates.
  • Communicate effectively with the electrical engineering team and project stakeholders, including customers.
  • Develop business cases and provide strategic analysis for new and emerging initiatives.
  • Directly supervise electrical designers assigned to projects, ensuring their work meets all regulatory requirements.
  • Represent the City on committees and working groups.
  • Investigate, analyze, and respond to 311 service requests/concerns from citizens related to electrical and traffic signal infrastructure.

Qualifications

Education and Experience

  • Bachelor's degree in Electrical Engineering.
  • Registration or eligibility for registration as a Professional Engineer in British Columbia.
  • A minimum of 3 years of related engineering experience.
  • Accredited project management training (e.g., PMP certification, tertiary qualification) and/or construction management experience would be an asset.

Knowledge, Skills, and Abilities

  • Working knowledge of electrical engineering principles, standards, and specifications as they relate to the municipal environment (e.g., IES RP-8, CEC, MMCD, TAC MUTCDC, etc.).
  • Familiarity with quality management systems, ideally EGBC's PGA.
  • Demonstrated ability to work collaboratively with diverse internal and external stakeholders.
  • Strong organizational and time management skills in high-volume, high-stress environments.
  • Excellent customer service skills.
  • Strong written and oral communication abilities.
  • Strategic thinking capabilities, including experience with business case development and evaluation.
  • Ability to work independently and with minimal supervision.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
