Main Purpose and Function

The Planning Assistant III works as part of the Homelessness Services and Affordable Housing Programs team in Planning, Urban Design & Sustainability, that is responsible for delivering social, supportive and non-market housing, and in protecting and renewing and expanding low-income housing stock for precariously housing Vancouverites, as outlined in the Housing Vancouver Strategy. The work is fairly complex technical office and field work and the incumbent performs tasks such as statistical surveys and analyses, report design and production and related graphical presentation work. The incumbent works independently.

Specific Duties/Responsibilities

This position is responsible for providing a range of professional and technical services to support the work of the Affordable Housing Programs team, with a focus on policies and programs that support renters.

  • Supports implementation of the City’s Tenant Relocation and Protection Policy.
  • Supports the work of the Team in moving key Affordable Housing Programs forward.
  • Assists staff in organizing and facilitating public meetings.
  • Prepares informational and graphic materials.
  • Carries out research on good practice.
  • Collects and analyzes data.
  • Responding to inquiries from the public.
  • Liaises with a variety of internal and external partners to deliver the City’s housing objectives with a particular focus on the Tenant Relocation and Protection Policy.

Minimum Qualification Requirements

Education and Experience:

Completion of Grade 12 supplemented by courses in graphics, statistical/analytical methods, planning or other related courses, or an equivalent combination of education and experience.

Knowledge, Skills and Abilities:

  • Ability to work with renters and community members who may be precariously housed or may face challenging circumstances such as experiencing homelessness
  • Significant experience collecting, analyzing and managing a variety of data sources
  • Excellent verbal and written communication skills, including the ability to translate complex concepts into accurate, easily readable formats
  • Demonstrated research and analysis skills and are able work independently and participate successfully on work teams
  • Ability to collaboratively work with other employees, officials and the public, and complete assignments using sound professional techniques and judgment
  • Ability to juggle priorities and meet prescribed deadlines
  • Excellent knowledge in Microsoft Office (Word, Excel and PowerPoint) and Adobe Creative suite (Illustrator, InDesign, and Photoshop) is desired
  • Familiarity with GIS mapping software, such as MapInfo or ArcView would be an asset
  • Familiarity with the fundamentals of the City’s housing policy, land use, area planning and sustainability policies and regulations

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
