Main Purpose and Function

The Project Manager I is responsible for managing a large and diverse portfolio of projects from initiation to close-out. The position works closely with design and operational groups, internal and external stakeholders, and other parties as necessary. The position is responsible for the application of the Engineering Department's project management framework for each project assigned in the portfolio.

The position reports to the Section Head of Project Management, or Streets Design Branch Manager and reports back on a regular basis on work progress and issues.

Works closely with staff in the Streets Division, Transportation Division, Water & Sewer Division, Parks Board, Supply Chain Management, Corporate Communications, and other staff depending on the needs of the project.

Works with third party consultants, contractors, utilities, Business Improvement Associations, and other project stakeholders as necessary.

Specific Duties/Responsibilities

  • Supports the Section Head of Project Management in managing the portfolio or projects.
  • Plans out projects in detail, clearly identifying project scope, budget and schedule as well as project risks, project organization, and stakeholders.
  • Applies the City's Project Management Framework and prepares Charters, Project Execution Plans, Stage Gates, Project Reports, and Close-Out Documents.
  • Ensures all relevant City Departments are consulted in the process and progress of the project.
  • Assists with management of multiple consultants and contractors.
  • Assists with all relevant local, provincial and federal permit applications.
  • Monitors, forecasts, and reports on project status.
  • Reviews civil engineering design works, working with and coordinating with Design staff, and staff in other branches.
  • Procures project resources (design and construction), contract administration, and close out.
  • Applies and contributes to all Engineering Project and Quality Management principles and requirements, as defined by the Engineering Project Management Office.
  • Assists the project team with presentations, public engagement and meetings with various members of the public, stakeholder community groups, and partners. Facilitates stakeholder inputs to arrive at optimum solutions.
  • Facilitates meetings and regular reporting on project status to Managers and project Sponsors.
  • Organizes and leads meetings with project team, stakeholders, and vendors as needed and manages actions arising from them.
  • Identifies and proactively manages project issues and risks.
  • Ensures that project performance meets expectations in terms of timelines and scope completion.
  • Ensures proper project closeout at completion. Manages the sign-off process for project deliverables from stakeholders. Organizes and conducts a lessons-learned session.
  • Other duties/responsibilities as assigned.

Minimum Qualification Requirements

Education and Experience:

  • Bachelor's degree in Engineering and a minimum of 4 years of experience, or an equivalent combination of education, training and experience
  • Training in Project Management methodologies preferably consistent with those provided by PMI (Project Management Institute).
  • Experience in procurement of consultants and contractors and experience managing the resulting contracts and deliverables. Experience in resolving constructability issues with contractor's and operations staff
  • Experience in planning construction logistics and impacts to traffic and stakeholders

Knowledge, Skills and Abilities:

  • Sound knowledge of the City's transportation policies and related current literature, trends, and developments is an asset.
  • Excellent written and verbal communication skills to confidently interact with the public by phone, email, and in person on contentious topics.
  • Excellent interpersonal skills to deal tactfully with staff, outside agencies, and the public.
  • Skill in establishing and maintaining collaborative working relationships with the public, and other employees.
  • Ability to direct and supervise the work of support staff.
  • Proficiency in Microsoft Word, Excel, and PowerPoint, and Microsoft Project.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
