We are looking for a Senior Manager, Strategic Initiatives to provide leadership to City strategic initiatives with high-profile, complex, multi-stakeholder issues across the City of Vancouver's diverse business units, playing an important leadership role within the organisation as strategy and business advisory subject matter expert.

Key Duties and Responsibilities

The Senior Manager, Strategic Initiatives is responsible for managing a portfolio of complex, high-impact projects involving cross-departmental teams. This position plays a leadership role that varies from project to project, involving:

  • Manages complex policy and strategy issues for high profile projects
  • Leads a portfolio of significant strategic initiatives within the City, playing leadership and/or support roles.
  • Manages internal cross-departmental teams to deliver on strategic goals, including complex project management, policy, governance and stakeholder management
  • Serves as liaison for the City's relationships with public sector, private sector, non-profit, community and/or academic organisations
  • Leads the development and implementation of strategic, operational and project plans for the strategic initiatives that would affect a diverse range of the City's operational areas
  • Evaluates business proposals and/or negotiates terms of complex business relationships for new or existing business areas
  • Provides strategic, policy and operational advice to senior executive, Council, and operational leadership and management.
  • Leads discussions with steering committees to develop project budget, and is responsible for control of costs.
  • Other duties/responsibilities and assigned.

Within this general framework, the specific duties of these roles are relatively dynamic, and change over time with the operational priorities and business needs of the organisation.

Qualifications:

Education and Experience

  • Bachelor's degree in Business, Public Administration, or related, and a minimum eight years' experience working in a corporate or institutional environment at an intermediate or senior level, with increasing responsibility for complex strategy, project management and partnership development work, or an equivalent combination of education, training and experience.
  • Significant experience working directly with senior management, boards of directors or other governance bodies, and ideally, elected officials and their staff.
  • Experience working in an environment that balances public policy and business objectives, and/or knowledge of, or experience with, local government issues
  • Experience related to community engagement in complex stakeholder environments

Knowledge, Skills and Abilities

  • Leadership skills, balancing independence, initiative and decisiveness with good judgement and a collaborative approach.
  • Strong facilitation skills, with the ability to bring together people with a diverse set of interests, styles and areas of expertise, and align them toward a unified goal.
  • Excellent organisational skills, with the ability to concurrently manage multiple tasks and competing priorities, and knowledge of project management methodologies
  • Knowledge of equity frameworks and policy approaches to address issues of equity
  • Advanced negotiation skills
  • Superior written communication, verbal communication and presentation skills, as well as a high level of competency in office productivity tools and technology.
  • Strong analytical and problem-solving skills that can be applied to complex, multi-faceted issues, with the ability to think objectively and innovatively, and to present solutions in clear and compelling terms.
  • Business, intergovernmental, and stakeholder relationship management skills
  • Business and project planning and project management skills.
  • Ability to manage and resolve issues based on a thorough analysis and make recommendations to executives and senior management
  • An aptitude for and interest in learning about a wide variety of topics.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Salary Information: Pay Grade RNG-111: $121960 to $160467 per annum. The salary offered to the successful candidate will consider a wide array of factors including but not limited to the individual's skillset, level of experience applicable to the role they are being offered and internal equity considerations.
