The Salvation Army in Canada Territory provides services across Canada and Bermuda. Each of these jurisdictions have separate and independent provincial health and safety legislation which must be specifically adhered to in order to achieve regulatory compliance.

Additionally, the Salvation Army operates multiple and distinct business operations - from recycling operations and retail stores to shelters and long-term care facilities. Many of these operations themselves have unique health and safety needs consistent with the risks inherent in their operations.

The position leads and provides strategic leadership of the development, implementation and evaluation of occupational health, absence management, attendance and wellness programs, and other initiatives throughout The Salvation Army.

KEY RESPONSIBILITIES:

Strategic Leadership

  • Develops and implements national safety programs consistent with the Army's principles and objectives and that meet the requirement of each provincial jurisdiction.
  • Provides strategic direction and consultation to the Governing Council and Divisions regarding the Salvation Army's partnership with Workers' Compensation Boards across the territory.
  • Makes recommendations that will positively impact our safety & health culture by identifying industry best practices and changes in process or legislation.
  • Develops required training for all levels of the organization, including regulatory and legislative awareness and compliance.
  • Conducts appropriate standardized safety audits to identify gaps, risks and strategic opportunities.
  • Prepares reports for senior leadership which provide both quantitative and qualitative information to communicate organizational achievements, risks and strategic planning as it pertains to a healthy & safe workplace.
  • Emphasizes need to be also focused on emerging trends in the organization - most notably injuries arising from workplace violence, claims of harassment and mental-health challenges.
  • Leads the Health, Safety and Absence Management team.

Absence Management/Wellness Programs

  • Provides strategic leadership to the implementation of an integrated absence management program which allows for effective management of absences due to occupational and non-occupational disabilities.
  • Oversees the analysis, integration, implementation, enhancement and maintenance of the absence management process and long-term disability programs and procedures.
  • Provide support and guidance to the absence management advisors and/or managers on complex absence cases, including medical accommodations, return-to-work programs, and leaves of absence.
  • Monitor and analyze absence trends, identifying opportunities for improvement.
  • Prepare reports for senior leadership on key metrics and trends related absence management.
  • Oversees TSA wellness programs such as Employee Assistance Provider. Liaison with EFAP provider to understand resources available.
  • Researches and implements mental health resources and administer appropriately.
  • Ensures that all programs are current, relevant and achieve regulatory requirements.
  • Identifies and evaluates new initiatives and requests for interventions and various educational workshops as resources permit.
  • Drive continuous improvement by identifying and implementing best practices in health, safety, wellness and absence management.

Communication, Training and Learning

  • Directs the planning, development and implementation of coordinated efficient, and effective modular training and communication programs that build the awareness, mindsets, and practices required to improve overall organizational health & safety across the Territory.
  • Measures and reports on the effectiveness of these change programs in improving physical safety, improving psychological safety, reducing costs and time off work.

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

  • Bachelor and/or Master's degree in a specialized area related to the workplace health and safety and environment.
  • Interacting with government agencies, as a Ministry of Labour, Workers' Compensation Board to resolve issues or access resources.
  • Minimum ten (10) years of progressive leadership experience in health and safety and risk management.
  • Excellent communication and interpersonal skills with all levels of employees and management
  • Experience with unionized environments.
  • Experience in managing decentralized, remote and multi-site operations.
  • Thorough knowledge of all provincial regulatory requirements, legislation and regulations - in all provinces across Canada and Bermuda.
  • Experience in developing and implementing an absence management program for occupation and non-occupational staff.

Compensation

The target hiring range for this position is $122,026to $152,532 with a maximum of $183,039. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
