Job Summary

The Officer, Dangerous Goods is responsible for performing field operations, including emergency response to incidents involving dangerous goods, environmentally sensitive commodities, and other emergencies impacting CN operations. In addition, the role delivers emergency response training and outreach programs, execute compliance audits, inspections, and efficiency testing. The role assists in ensuring compliance with regulations by providing consultation services to various CN departments.

Main Responsibilities

Outreach and Training

· Maintain positive relationship with regulators, public agencies, customers, and industry partners

· Meet with various stakeholders to discuss safety and emergency response to dangerous goods incidents

· Provide information and training to response agencies through CN's commitment to TRANSCAER

· Provide assistance to Operations with required dangerous goods training

Regulatory Compliance

· Function as liaison to federal, provincial, state, and local agencies

· Participate at integrated safety audits

· Perform yard and train inspection regularly to ensure CN's regulatory compliance

· Serve as Subject Matter Expert (SME) to local operations for dangerous goods regulatory compliance

Emergency Response and Preparedness

· Provide and facilitate emergency response activities ensuring a safe and effective emergency response

· Respond to incidents as needed to provide tactical intervention and mitigation activities

· Audit emergency response contractors to assess their response capabilities and capacity

· Inspect and maintain CN emergency response equipment

· Deploy and use group field equipment effectively

Working Conditions

The role is performed in a combination of office and outdoor environment in various types of weather conditions with a regular workweek from Monday to Friday. The role requires being available on-call 24/7 to respond to critical incidences. The incumbent must be available to work night shifts and weekends when necessary. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. The position requires wearing protective clothing and respiratory protection as conditions warrant and working in hazardous conditions. The role requires occasional travel (up to 35%) throughout Canada and the US.

Requirements

Experience

Hazmat Emergency Response

· Minimum 5 years of relevant hands-on hazmat emergency response experience

Education/Certification/Designation

· Hazardous Materials Technician

· Advanced Tank Car Specialist

· High School Diploma or General Educational Development (GED)

· Trained in Incident Command and industrial firefighting

· Trained in flammable liquids and wildland firefighting as well as foam trailer use*

· Bachelor's Degree in Chemistry, Fire Science or associated field*

· Qualified as an Advanced Tank Car Specialist*

· Trained in Incident Command with completion of NIMS 300 and 400*

*Any designation for these above would be considered as an asset

Technical Skills/Knowledge

· Knowledge of toxicology, hazmat chemical and physical properties, air monitoring, liquid transfers, compressed gas transfers, and explosives

· Knowledge of Transport of Dangerous Goods (TDG), United States Operating Rules (USOR), Canadian Rail Operating Rules (CROR), and TP14877

· Knowledge of territory hazmat response companies and equipment

· Knowledge of Canadian Transportation of Dangerous Goods Regulations or 49CFR*

· Fluently bilingual both written and verbal (English, French)*

*Any knowledge for any of the above would be considered as an asset
