Position Overview:

Provide technical support and leadership to the Utilities and Infrastructure Department to ensure capital and operations project hurdles during design and construction are addressed to the relevant codes, specifications, policies and guidelines.

Provide people leadership, and quality, cost effective professional engineering and project management services related to the design, tendering and construction phases of various City Capital Projects.

Key Responsibilities:

Manage various size and complexity capital construction projects by:

• Working closely with City Operations to obtain inputs to incorporate into the project plans.

• Planning projects, applying standards (i.e. General Specifications) and optimizing procedures and schedules.

• Preparing project plans and budgets in accordance with sound project management methodology and engineering principles.

• Preparing terms of reference for engineering consultant services, participate in selection and ensure high standards in their work.

• Preparing quality reports and recommendations to Common Council for consultant engagement, award of construction contracts and other technical information.

• Overseeing and managing hired consultants and contractors throughout the completion of various capital projects.

• Initiating processes and preparing submissions for environmental approvals, rezoning requests, property and easement acquisitions; ensuring appropriate public consultation for each project.

• Understanding and diligently administering the City's policy for tendering of construction contracts and guiding consultants in doing so.

• Managing tender calls and participating in the tender opening process.

• Measuring project performance, providing analysis, and reporting on status.

• Managing projects with accountability for quality assurance, results, budget management and use of resources.

People Leadership:

• Manage unionized and non-unionized staff:

o Establish goals and communicate expectations with staff.
o Conduct and review staff performance & development plans.
o Address performance, conduct, and behavior matters with staff.

• Promote a positive work environment amongst the staff.

• Provide guidance, advice, support and training to engineers-in-training, professional engineers and other technical, administrative and operational staff.

• Decision making resource for staff to discuss project issues in order to determine solutions.

• Completes reviews of design drawings, design reports, various documents and provides comments on behalf of the Chief City Engineer.

• Provide coverage for the Director of Engineering and Chief City Engineer when required. On occasion this may include attending Council to answer questions related to Utilities and Infrastructure's council reports.

• Leads, guides and provides positive and constructive feedback to staff within the Utilities and Infrastructure group in an effort to achieve high standards of individual and group performance.

Maintain the integrity of the municipal infrastructure through high-quality, cost-effective engineering support by:

• Assessing technical needs, issues and construction management and providing quality reports on engineering standards and projects.

• Providing technical guidance and advice to operations and technical staff to ensure effective and sustainable construction and maintenance practices.

• Ensuring quality standards and appropriateness of engineering plans, drawings and construction specifications in compliance with all statutes, regulations, recognized quality standards and certificate of approval to operate.

Essential Qualifications:

The successful candidate must have an undergraduate degree in Civil engineering as well as a minimum of 10 years progressive experience in a similar work environment. Candidates must be a registered Professional Engineer with APEGNB.

Previous experience in managing staff would be a strong preference.

The successful applicant may be eligible to participate in a Flexible Time Options Program which includes the option of working a 4 or 5-day work week, subject to business requirements.
