About Us

The mission of the Department of Public Works is to deliver quality public building infrastructure for Nova Scotia. Our mandate is to ensure that the institutional infrastructure is constructed in a way that improves the lives of Nova Scotians while furthering the Provincial Government's goal of acting on climate change. The Building Project Services (BPS) Division of Public Works is responsible for the design and construction of new and renovated building infrastructure ranging in value from $1,000,000 up to $500,000,000 and encompassing building types such as Schools, Courthouses, Healthcare Facilities, Museums and Art Galleries, Provincial Buildings, Highway operations buildings and more.

Project Managers provide leadership and management of contruction projects for Provincial Government building Infrastructure projects.

The Building Infrastructure Design and Construction Division includes a dedicated team of professionals that work together with the goal of providing Nova Scotia with a better built environment. About Our Opportunity

As the Project Manager, you are accountable for the successful delivery of projects involving the design, construction and/or renovation of large multi-million-dollar public buildings. You are a critical resource to the Building Infrastructure Design and Construction Division, ensuring the projects you manage are carried out in compliance with Public Works policies pertaining to scope, quality, schedule, and budget.

Primary Accountabilities

The expertise you provide begins early in the project life cycle (design and tendering), and requires rigorous attention throughout the construction phase, and continues through to the end of the warranty phase. You will be responsible for:

  • managing contracts the Province has with contractors and consultants;
  • continuous monitoring and updating of project costs, schedule, and scope;
  • leading your project team of professional designers, builders, inspectors, and other key project members in identifying and resolving issues and identifying and removing roadblocks;
  • identifying, analyzing and mitigating project risks;
  • liaising between Public Works and client groups throughout the duration of the projects;
  • ensuring safety is of top priority and work is carried out in accordance with the OHS Act and Regulations, as well as Department standards and polices; and
  • providing a smooth transition to end users by ensuring the building is ready for occupancy.

You are the key point of contact who keeps Public Works' senior and financial managers and the stakeholder departments advised of the status of the projects.

As a key member of the Building Infrastructure Design and Construction Division you provide strong leadership qualities as you motivate your building construction team to meet all challenges that arise throughout the life of the project.

Qualifications and Experience

As the successful candidate, you must have one of the following qualifications:

  • A bachelor's degree in Engineering from an accredited engineering institution with a minimum of six (6) years of experience managing large and complex building construction projects. You must also be (or meet the requirements to be) actively registered as a Full Member (P.Eng) with Engineers Nova Scotia (ENS); or
  • Architecture degree from an accredited architecture institution with a minimum of eight (8) years of experience managing large and complex building construction projects. You must also be (or meet the requirements to be) actively registered as a Full Member (Architect) with the Nova Scotia Association of Architects (NSAA).


Candidates not currently registered, but who can be immediately registered, with ENS or NSAA immediately upon hire will be considered.

A strong technical background and a firm understanding of the construction industry and engineering principles, a good business sense, and effective skills in risk management are required.

Travel within the province is a component of this position. As such, you must have a valid driver's license and the ability to travel.

As the successful candidate, you must demonstrate excellent professional judgement in the appropriate application of engineering principles in the building construction industry. You inspire confidence and creativity as you lead and motivate your project team. You possess excellent judgement and professionalism in dealing with departmental management and stakeholders.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions

This position has a combination of office and field work. Field work occurs in adverse weather conditions and normal hazards associated with construction sites and working with or near heavy equipment are present.

This position will require climbing, working at heights and/or working within confined spaces.

You must be able to work under adverse conditions in times of emergency and sometimes overtime may be required.

Pay Grade: PR 18

Salary Range: $3,231.58 - $3,800.42 Bi-Weekly
