Winter Road Security Officers (Tss - Tibbitt to Contwoyto Wr)

The Tibbitt to Contwoyto Winter Road (TCWR), is an annual ice road that has been built for decades to service mines and exploration activities in the Northwest Territories; today, primarily to provide re-supply to the Joint Venture initiative between the Diavik, Ekati, and Gahcho Kue Diamond Mine Sites. The TCWR begins at Tibbitt Lake (end of Highway 4, near Yellowknife, NT) and runs north for approximately 400 kms (approx. 85% over ice and 15% over land portages between lakes). Three maintenance camps along the winter road provide accommodations and meals for maintenance & security teams. Construction of the road commences in mid-December with the road opening approximately late-January/early-February. Winter road construction crews monitor and maintain the road to ensure that it meets safety requirements for freight loads.

• Safety is the highest value in managing the Winter Road.
• Prior to driving the Winter Road, all drivers and Winter Road personnel are required to complete and pass a Winter Road orientation.
• Speed limits on the Winter Road can vary from 10 km/hour to 60 km/hour depending on load and location. Drivers are dispatched north and south in convoys of 4 trucks every 20 minutes. Speed limits are closely monitored as they not only impact driver safety but also ice integrity.
• A security team of 19 people patrol the Ingraham Trail and the Winter Road 24 hours a day while the road is operating.
• The security team works with the drivers to ensure they comply with the Winter Road rules. The rules are designed with safety in mind and for all road users.
• A 5-person Health, Safety & Environment (HSE) team work closely with Security, Winter Road Contractors, and carrier companies and their drivers. The HSE team aid in identifying hazards and develop ways to mitigate any risks that may occur.
  
  

We currently have vacancies for Security Officers to patrol/monitor/enforce road rules and provide assistance to truck drivers. Travel, meals and accommodations are provided. Security Officers are assigned to live and work at one of the maintenance camps. The work schedule is 12-hour shifts in a 14 days-on/2 days-off rotation schedule for the duration of the limited TCWR operating season, approximately January 26-April 5 (weather dependent). Overtime rates apply after 8 hrs. During the 2 days off, Security Officers will be provided accommodation and per diem in Yellowknife, NT. A 3-day classroom Orientation and mentoring program is provided upon arrival in Yellowknife.

Duties and Responsibilities

• Comply with all Health Safety & Environment program policies and procedures.
• Provide a professional service to Joint Venture (JV) and partners.
• Provide for the protection of people, environment and assets on the TCWR.
• Operate a security pickup truck on ice roads and portages as designated.
• Conduct mobile patrols of assigned areas on the TCWR.
• Monitor commercial haul truck traffic.
• Operate mobile and stationary radar for commercial vehicle travel.
• Have a complete understanding of the JV Emergency Response Manual.
• Have a complete understanding of the provisions of the JV Rules of the Road.
• Respond to security, safety and emergency situations.
• Enforce the Regulations and Rules of the Road as set by the Joint Venture.
• Foster a support and assistance approach among the commercial drivers.
• Provide mentorship when necessary to drivers on Rules of the Road.
• Be objective and impartial in the enforcement of the Rules of the Road.
• Investigate accidents and incidents on the winter road.
• Keep a daily record of events and submit computer-based incident reports.
• Develop and foster positive relationships with all users of the winter road.

• Knowledge of response to emergency situations.
• First Aid/CPR/AED certified.

• Class 5 Driver's License required.

Typically, the above would be attained by:

• Having experience as a first responder with a law enforcement/RCMP background and having previous highway traffic law enforcement experience.
• Completion of a satisfactory Criminal Record Check/screening, and successful completion of the TCWR online orientation is mandatory, if selected for this position.
• Parkas and PPE are supplied, however successful candidates must supply their own CSA approved safety boots and a few items of additional personal cold weather emergency clothing.
