What you will be doing!
  • Ensuring the application of Contractor Management, consistent with the requirements for the Contractor Management function, including, but not limited to:
    • Emergency Preparedness; OSH; Commissioning and Construction; Engineering; Legal and Ethics; Security; Environmental; Supply Chain; Quality Assurance; Hazardous Screening; Radiation Protection; Management Systems.
  • Shall liaise with Contractor Management, Delivery Programs, Security and Dosimetry with regard to the onboarding of new Construction Contractors and provide support as required;
  • Providing advice to construction contractors about CNL onboarding, off-boarding and re-boarding arrangements including support with regard to access to CNL standard training as well as any further matters which may be required under their contract;
  • Working with the Contractor Management Specialist - Delivery Programs, and utilizing technology capabilities (e.g. RFID access for suppliers), ensure CNL is aware of all contractors on site and whereabouts;
  • Working with Construction and OSH support with assessment of Contractor Supervisor competencies where not already assessed as part of bid process or upon personnel changes
  • Increasing awareness and support pre-planning for return to work post shutdowns, holidays or other periods of non-work;
  • With CCR, ensure Contractors have Subcontract Management Plans in place covering the contract lifecycle consistent with CNL’s expectations/requirements and the contractor has appropriate oversight arrangement in place;
  • Supporting independent assessments across the missions to ensure CM standard is met; This will include working in collaboration with other support functions (e.g. QA ) to complete assessments;
  • Shall work to encourage within CNL and Contractors a good contractor working relationship where there is transparency, trust and a proactive safety culture;
  • Supporting in the development of appropriate oversight plans which must ensure an appropriate routine of oversight takes place and documented evidence of oversight activities;
  • Supporting OSH in Audit of Contractors safety programs;
  • Field walk downs (with OSH/Construction) to assess site housekeeping alongside proactive behavioral safety observations (positive and negative, which shall also contribute to safety statistics);
  • Supporting and encourage inputs which feed the Construction Management Safety Dashboard and work with Construction and OSH in identification of potential trends, which necessitate a focus and actions to mitigate potential issues as set out in the 30 and 60 day look ahead;
  • Working with Supply Chain and Projects to ensure all construction contracts have in place and consistency utilize CNL’s Contractor Performance Scorecard;
  • Working with relevant CM/CA’s on ensuring balanced feedback by Projects on Contractors Performance as set out in CNL’s Contractor Scorecards and Contracts have established an appropriate routine and arrangements for performance reporting, particularly as it relates to safety and field activities;
  • Supporting in the close out of ImpActs associated with Contractor Management coordinating with the relevant parties as required;
  • Ensuring Contractor performance is documented both on an ongoing basis and upon completion of the contract where all lessons learned shall be captured, moderated and appropriate feedback provided back into the acquisition or execution process(es) as appropriate;
  • Supporting in the development of enhancements to the Contractor Management Standard through a continuous improvement process;
  • Supporting working groups in development of new initiatives ensuring appropriate stakeholder inputs and agreement;
  • Shall support awareness of contractor management in project delivery, where construction is required including education and training of Project Teams;
  • Participating in the deliver of CNL Contractor Representative (CCR) Training for personnel involved in the oversight of construction including the ongoing development of training modules;
  • Supporting OSH in the development and delivery of the Contractor Safety Forum(s) including identification or relevant material to ensure Contractors are kept informed of all matters relating to safety, changes to the relevant site, procedures, rules and work controls, as well as site logistics including traffic movement, deliveries etc.;
  • Supporting in ensuring, promoting and upholding a solid understanding of ethical contracting and best business practices consistent with CNL Code of Conduct;
  • Supporting as necessary “Safety on Schedule” Strategic Initiatives;
  • Supporting the Manager, Contractor Management, Construction & Operations, provide update information in the development of documentation and presentations for the Contractor Management Steering Committee.
  • Coordinating with the mission responsibly personnel of reporting of incidents involving contractors, where they shall co-ordinate all communication with the relevant parties in line with CNL incident management process, emergency preparedness arrangement and all relevant CNL requirements;
  • Upon communication with all relevant parties following an incident ensure a document plan of action is agreed with clear roles and responsibilities;
  • Coordinating with the relevant parties the incident site is preserved and made safe and the appropriate arrangements have been made to stand down the Contractor and/or type of work across the site or CNL as a whole based on the significance, risk and potential extent of condition;
  • Ensuring ongoing co-ordination of matters against agreed action plan through to the satisfactory close out of the matter including ensuring disposition of all matters needed for return to work including any agreed ongoing actions, probationary period and enhanced oversight by CNL which may be required;
  • Assisting in any subsequent investigations, Actual Cause Analysis (ACA) or Root Cause Analysis and work with the relevant parties to ensure the incident is reported through all the relevant channel such as Rapid Learning, ImpAct, MTM and or CARB as appropriate
  • Making recommendations on expenditures for own area;
  • Providing input into Contractor Management, SC and Construction Management Strategy;
  • May provide input into elements of strategic CNL plans based on own expertise;
  • Translating strategy into tactical plans.
  • Supporting the resolution of situations to contain/mitigate mid to long-term risk across the department in accordance with established and developing policies;
  • Recommending decisions with lasing impacts and risks to organization is substantial;
  • Ensuring that employees across the portfolio are fully aware of emergency response processes and ensures that safety standards are followed.
  • Fostering and supports broadly impacting innovation and continuous improvement initiatives with significant impact across the Contractor Management – Construction and Operations portfolio and CNL
What we are looking for:
  • Education:
    • SCMAO, PMP, Occupational Health and Safety, Trade or equivalent are considered assets.
  • Experience:
    • 10+ years of experience in construction, Occupational Health and Safety (OSH) or Contractor Management related fields
    • Project Management, Process management would be considered an asset
  • Knowledge, Skills & Abilities
    • Resolves complex and specialized issues with contractors/sub-contractors;
    • Developing collaborative long term strategic agreements and relationships;
    • Demonstration of working within high performing integrated program or project teams;
    • Excellent communications and interpersonal skills, along with the proven ability to mediate and negotiate well;
    • Excellent business judgement and savvy with a proven ability to make decisions under pressure that are of high consequence to risk, performance, and budget.
    • Strong written and verbal communications ability;
    • Strong business ethics and process orientation.
    • Strong business sense, knowledge and understanding of the risks associated with working in a Nuclear or Regulated environment;
    • Management of contracts in complex services, construction, technology, or process-based industry;
    • Background in Trades, Construction or OSH
  • Security clearance eligibility required:
    • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom.

This role is based out of CNL’s Chalk River, which will be the designated workplace. CNL may require travel from time to time, as necessary.
