Our Chalk River location is looking for an Director of ERM OSH ( Environmental Remediation, Occupational health and safety) to provide effective support of the operations of business .

What will you be doing!

  • Supporting the Director, Corporate OSH with developing the mandate, overarching strategy, annual and long-term business plan and budgets to improve the delivery of Safety and Health at ERM
  • Leading a team of Subject Matter Experts (SMEs) in Safety and Health to deliver the corporate mandate to Whiteshell safety teams and to the field at large. Fosters a team environment where worker safety and health issues are identified, analyzed and resolved to ensure effective knowledge transfer and awareness to all team members.
  • Demonstrating leadership in safety and health matters and taking responsibility for incorporating safety considerations and risk management into plans and programs.
  • Providing overall governance to local operations to ensure adherence to Federal and Provincial Acts and Regulations (where applicable), regulations and codes related to worker safety.
  • Liaising with regulatory agencies at all government levels.
  • Ensuring effective oversight and reporting of safety and health issues as it relates to ERM site operations.
  • Ensuring the development of new and/or refines existing policies in accordance with current and changing regulations, procedures and best practices relevant to safety and health in the diversified CNL work environment.
  • Ensuring the development and delivery of relevant safety and health training to site location team members, supervisors and managers as required.
  • Communicating regularly with senior management on all worker safety and health matters.
  • Ensuring systems are in place to identify and address all industrial hygiene and occupational hazards through evaluation and mitigation. Provides leadership to Site Safety teams who will work closely with the operations teams to ensure CNL continuously improves its performance as a safe working environment.
  • Providing direction and oversight to Site Safety teams and field operations in various locations on the enactment of procedures/protocol/planning and reporting of Incident/Accident investigations, planned inspections and audits.
  • Ensuring that all incidents, accidents, investigations and audits are properly documented, logged and tracked in the information management system.
  • Establishing performance measures for ERM with a view to improve safety and health performance.
  • Directing the design of programs and procedures to identify, control, eliminate, and prevent disease or injury caused by biohazards, chemical agents, physical hazards or ergonomic factors that involve the impact of equipment design on a worker's comfort or fatigue.
  • Acting as the Functional Support Manager for the Occupational Safety & Health and/or the Health Centre Functional Support Areas.
  • Establishing a solid partnerships with business leaders at ERM and across CNL to ensure effective support for the mandate of Safety and Health.
  • Reinforcing a "safety begins with me" and " safety first" attitude in an environment focused primarily on radiological safety, by demonstrating effective listening skills in understanding resistance to change, and effective coaching and facilitation skills to inform management of their regulatory obligations.
  • Directing the design of programs and procedures to control, eliminate, and prevent disease or injury caused by biohazards, chemical agents, physical hazards or ergonomic factors that involve the impact of equipment design on a worker's comfort or fatigue.
  • Directing the continuous improvement of the Occupational Health and Safety information management system. Establishes performance measures for ERM with a view to improve Safety performance.
  • Interacting with the regulators (e.g.: CNSC) as well as other government agencies (Health Canada, and various Provincial and Federal Ministries) on matters to Safety and Health. In addition, the Director interacts with other similar groups in other organizations (e.g.: Canadian Nuclear Utilities) responsible for supplying similar services.
  • Other duties as assigned by your manager.

What we are looking for :

  • Education
    • A relevant university degree or equivalent experience in a related discipline and/or an Occupational Health and Safety Professional Diploma recognized for CRSP (Canadian Registered Safety Professional) designation.
    • Preference given to candidates possessing, or actively working toward, a professional Health & Safety designation (i.e. CRSP, CSP, CIH, etc.). If no designation, then must be capable and willing to obtain within a reasonable period of time.
    • Have an education in a field of science or technology or have extensive experience in HSSE program areas, and an ability to understand the science behind underlying the HSSE Programs and their requirements.
  • Experience
    • At least 10 years of demonstrated leadership experience in a safety and health role within a complex, multisite, industrial environment.
    • Experience working in a nuclear regulated environment is considered an asset.
  • Knowledge, Skills & Abilities
    • Demonstrated ability to provide strategic oversight.
    • The ability to influence and persuade Site Leadership and Safety teams without any direct line authority.
    • Must also be comfortable with an organization that is changing and that has high public visibility.
    • Possess a passion for safety and health and the ability to communicate that passion at all levels of CNL and have the ability to develop "big picture" planning regarding safety and health as well as the tactical plans that allow Field Safety teams to implement objectives at a site level.
    • Financial understanding (including Earned Value Management Systems) is required to review and understand financial performance of a complex organization. Ability to understand business cases from a financial basis. Ensures the division operates within budget and reports on EVMS performance.
    • Understanding of CNL's management system and functional support areas, in particular Radiation Protection, Environmental Protection, Emergency Preparedness, Occupational Safety & Health, Health Centre, Performance Assurance, Compliance and Quality Assurance issues.
    • Must be able to summarize identified risks associated with a broad range of industrial hazards and nonconformance with CNL Policy and Federal/Provincial Regulations for Senior Management, with clear recommendations and an operational plan for their resolution.
    • Must possess a working level knowledge of Federal and Provincial occupational health & safety legislation.
    • Extensive working knowledge of specific federal (CLC) and provincial legislation(Ontario/Manitoba) that affects occupational health and safety within areas of responsibility.
    • A working knowledge of radiation protection principles would be an asset. Must be willing to undertake and successfully complete formal and on-the-job CNL Radiation Protection training relevant to this position.
    • Ability to perform and lead Incident / Event investigation.
  • Security Clearance Eligibility Required
    • Level 2 Secret requires a minimum of 7 years of verifiable history in Canada, Australia, New Zealand, the United States, and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's "Standard on Security Screening" and the "Policy on Government Security."

  • Conflicting priorities and employees relations issues may lead to confrontational climate.
  • Work of the Division is under constant scrutiny from customers, regulators (CNSC, HRSDC, etc.)executive management and employee groups (e.g.: SSHC) due to the importance to Health, Safety & the Environment.
  • Regular travel may be required.
  • Assume Delegation of Authority for the Director, Corporate OSH position when/as required.
