Environmental Analyst
Would you like to make a difference in the Environment? Can you see yourself supporting the Environmental Protection Program in managing the environmental risks associated with non-routine Project activities at the AECL sites, operated by CNL? Our Chalk River location is looking for an Environmental Analyst to focus on evolving the process' surrounding legal obligations under the IAA in addition to those relationships built under CNL's newly formed Indigenous partnerships and agreements.
What will you be doing !
- Interpreting and applying of the Impact Assessment Act to determine the type of Project EER and extent of preparation required.
- Identifying all applicable legislation and approvals.
- Developing relationships with the Project Team(s) and associated compliance groups.
- Participating in all necessary Project meetings, workshops and information sessions.
- Aligning project interactions with identified valued environment components.
- Completing the Environmental Effects Review.
- Advising AECL and other enabling authorities on the resulting determination environmental effects.
- Liaising between the Project and Corporate Communications to establish appropriate strategy for public and Indigenous engagement.
- Preparing public notices on Canadian Impact Assessment (CIA) Registry and support Projects on facilitating public feedback.
- Co-ordinating involvement from additional federal authorities to support, permit approvals and/or license amendments.
- Preparing applicable Follow-Up Monitoring actions with the Environmental Protection(EnvP) Monitoring Branch.
- Developing a thorough understanding of existing agreements and protocols in place at CNL in relation to the Indigenous communities currently participating in CNL activities.
- Assisting in the development of EnvP role in the Algonquin Neya Weybun Guardian Program.
- Assisting in policy and procedure development for Indigenous involvement in CNL daily activities.
- Providing guidance to site projects on requirements generated through relationship agreements between CNL and Indigenous Communities.
- Liaising between Environmental Protection, Projects and CNL Corporate Communications to ensure consistency strategies for Indigenous Interest and involvement in the Project Review process.
- Applying judgment, discretion and initiative in managing sensitive issues involving Indigenous communities and their citizens, including Aboriginal and treaty rights, and negotiating outcomes that strike the appropriate balance between the interests of CNL, AECL and the respective community.
- Providing advice and guidance to project proponents and facility staff on Environmental Legal Requirements.
- Ensuring operational compliance with regulatory requirements and CNSC license.
- Reviewing of project and operational activities through contractor submittals, site inspections and evaluation of contractor compliance.
- Providing support to the Environmental Management System Program during external and internal audits (e.g. Environmental Compliance Obligations; ISO 14001).
- Other duties as assigned by your manager.
What we are looking for :
- Education:
- Honours Bachelor in Science, Engineering, Environmental Sciences or related field from a university of recognized standing or membership in scientific professional organization authorized by statute to establish qualification for membership in that organization.
- Experience:
- Experience working with policy and procedural documents pertaining to environmental impacts and assessment of activities.
- Knowledge of the 2019 Impact Assessment Act and a working knowledge of other applicable federal and provincial regulations, national standards applicable in the nuclear sector.
- Working knowledge of various sustainability programs, the legislation governing these initiatives and some involvement in them.
- Experience working with members of Indigenous communities through engagement exercises and/or programs is an asset.
- A working knowledge of project management and technical writing skills is desired.
- Work experience in a nuclear facility or other highly regulated industry would be desirable.
- Working knowledge of Microsoft Office Suite Applications (Word, PowerPoint, Excel, Access and Outlook)

- Deliver accurate work with attention to detail and under the pressure of stringent deadlines.
- Have tact and diplomacy when addressing public and regulatory consultation events and general communications with the various community groups and stakeholders.
- Interact effectively with managers and staff of facilities, contractors, and support groups, and to work as a part of a team is required.
- Deliver presentations and public speaking effectively.
- Be self-motivated, able to function independently and to demonstrate the capability of coordinating a multi-disciplinary team of technical consultants by exhibiting good judgement and leadership in technical and interpersonal areas.
- Work under pressure, conflicting priorities and regulatory requirements.
- Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's "Standard on Security Screening" and the "Policy on Government Security."
- The role requires a mix of office (90%) and field (10%) based work, which will vary due to seasonal and project work demands. Office work requires ability to concentrate to review reports and analyze information.
- Field work requires good knowledge of technical and safety procedures, situational awareness and the use of related equipment. The implementation and oversight of field work could be affected by local factors and weather conditions.
- The nature of the work may occasionally require additional hours and travel for bench marking and annual conferences and/or workshops (e.g. CANDU Owners Group).
- Typical office environment with frequent observations or discussions with staff inside nuclear facilities.
- Occasional demands to address urgent operational matters that may require overtime or working extended hours to meet requirements.
- Travel is limited to attending Regulatory meetings, training opportunities, or industry meetings for employee development.
- On-call status may be required under special circumstances.
