About the Job

As the Licensing and Approvals Compliance Lead, you will be working hand in hand with Aggregate Managers, Environmental Performance Managers and Aggregate Operations, managing and providing expert counsel and advice.

Salary Range: $80,000 - $90,000

What You’ll Be Doing

• Providing expert counsel and advice on;
  • Planning Matters related to Aggregate Extraction. Such as Zoning By-laws amendments and Official Plan Amendments.
  • New Aggregate License Applications
  • Aggregate License Amendments
  • Interpretation of Site plans
  • Environmental Compliance Approvals (ECA’s) and Permits to Take Water (PTTW).
  • Complaint investigation and resolution
• Oversee annual submission of annual Compliance Assessment Reports and advise on remedial actions if needed.
• Work with the Business Development Group to identify new opportunities for licensing or acquisition with respect to planning and environmental constraints.
• Liaise with, including but not limited to, Government Agencies such as MNR, MECP, NEC, Municipalities (Upper and Lower tier), Conservation Authorities and Indigenous Nations.
• Retain and manage consultants, legal counsel and internal staff as needed for projects.

Here’s What You Need

• A demonstrated degree of initiative and judgment in order to organize and prioritize Projects. Courtesy, tact and diplomacy are required in dealing with, but not limited to, Government Agencies, Indigenous Nations, Municipalities, Consultants, Stakeholders, Community Members and Internal Staff
• 5-10 years in Planning or Environmental role requiring the following;
• Knowledge of the Planning Act, Aggregate Resources Act, Municipal Act, Niagara Escarpment Act are essential.
• Knowledge of Provincial Policies, procedures, guidelines, and manuals (e.g. Provincial Standards, Mineral Resources and Natural Heritage Policy Statements, Forest Management Planning Manual)
• Experience with Aggregate Site Applications and all supporting studies, documentation and requirements, with the ability to review and provide constructive feedback.
• Experience with Zoning By-law Amendments and Official Plan Amendments.
• Knowledge of Site Plans and Aggregate Licenses and the corresponding schedules.
• Demonstrated presentation and facilitation skills are required.
• Demonstrated ability to pay close attention to detail and keep accurate records throughout long project timelines.
• Demonstrated computer software skills to produce documents, reports and presentations as required.
• Able to work with limited supervision and to take discretionary action as required, exercise solid judgment in unusual circumstances.
• Proficient communication skills, both oral and written to disseminate information with clarity, in one-on-one or group situations, or over the telephone.
