The Highway Design Office (Standards and Contracts Branch) is looking for an engineer with drainage experience to maintain expertise and provide technical advice and project management for the ministry in hydrology and hydraulic design by ensuring that ministry policies, procedures, systems and methods are interpreted correctly and applied in a cost-effective manner, providing training and technical advice to ministry staff and consultants in all aspects of hydrology and hydraulics, responding to litigation, testifying as an expert witness, and supporting the development of new policies, procedures, design methods.

About the job
Under the general direction of the Head Design Standards and the day-to-day guidance of the Senior Engineer Drainage Design, you will: • provide technical advice to staff in regions and other provincial branches, consultants, municipalities and other government agencies on hydrologic and hydraulic design problems; • monitor, review and evaluate hydrology and hydraulic designs in terms of quality, cost-effectiveness, uniformity and compliance with ministry and external organization standards and policies; • monitor the performance of bridges, culverts and related drainage facilities; • investigate and prepare reports on failures, floods and claims; • evaluate and direct hydraulic studies in response to new technology and specific ministry hydrology problems; • contribute to the development of operational policies, procedures, manuals and methods that conform to current legislation and the policies of other ministries and agencies; • evaluate and coordinate inter-ministry and inter-disciplinary policies, procedures and methods; • deliver the ministry's training on new technology and identified deficiencies in current design methods as perceived by both the section and or other regional and provincial offices; • coordinate the development of appropriate training programs; • participate in seminars and training for both ministry and external organizations in hydrology and hydraulic design; • act as an expert witness for the ministry in hydrology and hydraulic design.
What you bring to the team
Mandatory requirements
• You are a Professional Engineer, licensed with Professional Engineers Ontario (PEO).
Technical Knowledge
• You have advanced knowledge of theories, principles and practices of drainage design, hydrology and highway design. • You have good knowledge of MTO design practices and processes including CDED, design standards & criteria and engineering memorandum. • You have good knowledge of contract specification and policy development and documentation. • You have good knowledge of project management, consultant management, and the ministry's organization, programs, policies and administrative procedures.
Communication and Interpersonal Skills
• You have strong written communication skills required to prepare reports, directives, manuals, policies, specifications, engineering memorandum and training. • You have strong oral communication skills to plan objectives solicit input, deliver recommendations, provide expert advice and deliver training. • You have strong interpersonal skills to establish and maintain effective working relationships at all levels within and outside the provincial government.
Analytical and Research Skills
• You possess analytical skills to assess changes to external factors, such as climate impacts to determine their compatibility with drainage and hydrology design standards. • You have the ability to evaluate drainage and hydraulic features of highways to create data and reports. • You have strong analytical skills to evaluate problems, engineering data, recommendations, and determine related implications to suggest alternatives and identify cost effective and practical solutions.
Organizational Skills
• You have demonstrated the ability to identify priorities, develop delivery plans and deliver on a variety of concurrent activities. • You have experience conducting evaluation studies in the development, improvement and implementation of highway design and drainage standards, policies and procedures, in interpreting and assessing results, and in devising solutions. • You utilize strong organization skills to coordinate studies for the development of optimum drainage standards, policies and procedures for highway design.
