Position Summary

** Please note the rates of pay for this position is currently covered under a Market Adjustment until end of current collective agreement. Market Adjusted Rates applied **

Reporting to the Manager, Development Engineering will coordinate and oversee the review of development (Planning) applications on behalf of Development Engineering Division and make recommendations to City staff and the developer’s representative(s).

This position is responsible for the review, evaluation, input, and coordination of development applications from initial pre-application through to construction and implementation. This position interprets policies, technical standards, agreements, and applies the appropriate process and oversight through the process.

This position will have the responsibility for the ongoing review of the development guidelines, technical standards, and related policies.

Coordinate technical review and commentary of development applications, including designs, guidelines, technical reports and estimates for pre applications, official plan amendment, consent, site plan control, subdivision, minor variance, zoning by-law amendment, site alteration, heritage, building plot plans, lot grading certificates and others as required, on behalf of Transportation & Public Works and utilizing the City’s guidelines and applicable federal and provincial standards and regulations.

Prepare various agreements to facilitate development such as; Encroachment Over Easement Agreement, Off-site Works Agreement, Road Use Agreements; others as required.

Coordinate draft and final plan of subdivision review processes including the circulation of plans to internal departments and consolidation of comments for response to the developer.

Monitor subdivision performance for compliance to city standards and agreements.

Provide conflict resolution to situations involving developers, contractors, members of the public and investigate public complaints regarding proposed or existing developments;

Coordinate site inspection processes and prepare reports for final acceptance.

Ensure receipt of “As-built” records for incorporation into City records.

Attend meetings concerning policies and procedures and recommend improvements to policies, procedures or contracts.

Manage records associated to development for future reference.

Assist with the delivery of Capital Projects

Must provide superior customer service to City staff, the development/contractor community, residents and all other stakeholders, as applicable. Support and provide coverage for division and other Planning services deliveries, as required.

Qualifications, Competencies

Three (3) year diploma in Civil Engineering Technology or equivalent is required

Three (3) years of related experience in a municipal environment is required

Registration with or eligibility for registration with the Ontario Association of Certified Engineering Technicians and Technologists (O.A.C.E.T.T.) is required

Demonstrated ability to effectively process and summarize technical information, communicate with all stakeholders, both verbally and in writing

Demonstrated ability to solve complex problems and provide solutions

Strong communication and negotiation skills in order to direct and guide consultants, staff and developers and other business units within the City of Kingston and outside agencies for the purpose of relaying information and providing recommendations

Ability to read engineering drawings and interpret policies, guidelines and technical manuals

Ability to write technical reports, project correspondence, contracts and agreements;

Ability to multitask and handle significant workloads

Demonstrated comprehensive understanding of all development processes, including the subdivision process from Draft Plan Approval to Assumption

Must perform work independently, referring potential issues with respect to scheduling, budget or progress and technical decisions having corporate or political impact to the Supervisor, Development

Ability to participate, coordinate and lead project teams, schedule and assign tasks, track team progress, and meet deadlines for multi-discipline teams

Ability to undertake outside work and be able to perform the essential duties of the job such as moderate physical exertion in all seasons

Ability to work within a deadline-oriented department

Must have a high level of proficiency in Word, Excel, Access, Outlook and knowledge of Cartegraph, AutoCad and GIS

Must possess and maintain a valid class “G” license with a satisfactory driver’s abstract

Must obtain and maintain a satisfactory criminal record check
