Position Summary

Reporting to the Director, Facilities Management & Construction Services, the Manager, Facilities Energy & Asset Management, is responsible for providing leadership to the Facilities Energy & Asset Management team while advancing a centralized energy, climate adaptation, resilience and asset management framework for the City's entire facilities portfolio (i.e. for all internal corporate departments as well as external boards, agencies and associations which make use of City facilities).

FMCS maintains the City's diverse portfolio of facilities, thereby supporting the full range of municipal services provided to the community. The Manager, Facilities Energy & Asset Management, works as an effective complement to the Facilities Management and Facilities Construction Divisions within FMCS to supervise the department's centralized strategic planning and execution of various initiatives and capital projects related to energy and sustainability as well as full life cycle asset management of facilities.

The Manager supports capital and operating budget development, work planning, human resources, staff development and change management. Collaboration with both internal and external stakeholders is expected to build working relationships that are mutually beneficial for the success of the FMCS department, the Corporate Services group, the corporation, and community overall. Work also includes strategically leveraging operational savings, partnerships as well as available grant funding from various external sources.

This position is also responsible for management, strategic planning, development, and oversight of various sustainability initiatives, facility renewable energy systems, as well as specialized asset renewal projects. The ongoing transition of the facilities portfolio to Net Zero Energy will be achieved through various studies, analysis, policy development and stakeholder engagement, etc. that will inform the concept, scale, and scope of projects to be undertaken to achieve the Corporation's overall goals.

KEY DUTIES & RESPONSIBILITIES
Management - Centralized Facilities Climate Adaptation, Resilience & Asset Management:
- Oversight of team involved with centralized energy and asset management framework for the City's entire facilities portfolio (approximately 160 facilities maintained; $900M replacement value; $6.5M annual utility budget - all increasing with ongoing centralization of facilities)
- Administration and oversight of the Facilities Asset Management System (Ameresco AssetPlanner).Includes ongoing data management, analysis and reporting related to utility consumption and asset condition, risks, and prioritization, etc.
- Establish and continuously improve best practices, objectives, and metrics related to energy and asset management
- Strategic planning, management and oversight of various initiatives and capital projects related to energy and sustainability as well as full life cycle asset management of facilities
- Oversight of facility retro-commissioning, energy/GHG audits, asset condition studies, feasibility analysis of potential recommendations for renewals or upgrades, and strategic planning for implementation of changes that will optimize the lifecycle and value of City facilities as well as achieve Net Zero Energy by 2040 and other relevant goals for the facilities portfolio
- Review and prioritization of projects for the 15-year facilities capital budget - establish asset management plans that will support compliance with legislative requirements, improved health, and safety, as well as meeting established levels of services and various energy/GHG reduction targets for facilities
- Review and assess innovate approaches and technologies and drive positive change by leading effective change management processes

Project Planning and Execution:
- Strategic planning for the entire facilities portfolio including oversight of energy/sustainability initiatives, ongoing asset renewals, and specialized projects for conservation of assets
- Oversight of project inception, definition, feasibility analysis, as well as planning for the delivery of multimillion-dollar realty construction or renovation projects
- Develop conceptual designs for complex capital construction or renovation projects and energy/sustainability initiatives, consistent with strategic plans for FMCS and other City departments (e.g. master plans, etc.)
- Apply technical expertise (engineering/architectural) to the strategic planning and oversight of various energy and asset management projects
- Lead the development and implementation of policies and technical standards associated with energy management, renewable energy systems, sustainability initiatives, ongoing renewal of facilities, and specialized requirements for conservation of heritage assets
- Facilitate negotiation and resolution of various project conflicts, disputes and claims from contractors, consultants, and other external vendors. Assist the Director with negotiation and resolution of significant claims.

Change Management:
- Work in collaboration with internal/external stakeholders to develop and implement the Corporate wide priorities and goals for energy, climate adaptation, resilience and asset management of City facilities
- Provide subject matter and policy expertise in matters pertaining to the City's facilities inventory, including the energy, climate adaptation, resilience and asset management framework

Staff Development and Management:
- Manage staffing needs, health and safety, and oversee relevant training and development opportunities in accordance with available operating budget for the division
- Participate in interviews, performance management, and disciplinary process as required
- Coach and encourage development of direct reports, establish annual performance goals, and evaluate performance
- Other duties as assigned

Qualifications, Competencies

Degree in Architecture, Civil Engineering, Structural Engineering, Mechanical Engineering, Electrical Engineering, or a related field, or an equivalent combination of education and extensive experience in facilities management/maintenance or project management preferred

Focus on facilities and infrastructure, asset management planning preferred

Specific education or training in climate adaptation, resilience, energy and asset management planning would be an asset


7 - 10 years of recent and relevant supervisory experience in capital design and construction project management and/or asset management

Experience in strategic and operational planning, project management, design, construction, facilities asset management, heritage restoration, green building, energy, and asset management systems, delivering large-scale architectural/engineering projects, implementing policy development and research preferred


Professional designation in good standing with a related society or association (e.g. P.Eng., OAA, etc.)

Facilities Management Professional (FMP) would be an asset

Certified Energy Manager (CEM) would be an asset

Asset Management certificate or designation would be an asset

Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork

Skills, Abilities, Work Demands

Working knowledge of financial planning, analysis, tracking, and reporting related to complex capital projects, facilities infrastructure, energy management, and long-term asset management

Strong working knowledge of City Purchasing Bylaw and construction contract law an asset

Working knowledge of relevant municipal, provincial, and federal government processes, acts, and legislation (e.g., development guidelines, City Bylaws, Occupational Health & Safety Act, Accessibility for Ontarians with Disabilities Act, Ontario Building Code and Act, Ontario Heritage Act, Construction Act, CSA standards, etc.

Strong computer skills including Office 365 and ability to adapt to ongoing changes in technology and software
