Position Summary

The Operations Manager is responsible for providing leadership in areas related to Roads & Sidewalks (including winter control), Parks & Sports Fields Maintenance, Horticulture & Forestry, Solid Waste and Waste Diversion in alignment with corporate strategies, plans, and council priorities.

The Manager Operations supports strategic planning, budget development, procurement, work planning, human resources, staff development and change management and collaborates with internal and external stakeholders to build working relationships that are mutually beneficial and supports the operations with public safety as a priority.

KEY RESPONSIBILITIES

Develop and manage tactical plans, objectives, and metrics that contribute to the Strategy Map, Annual Plan, and Council priorities:
• Align work of department with the broader goals and objectives of the service area
• Analyze complex operational plans, report on findings, make recommendations and implement change
• Plan short term and long-term operational needs, work assignments and deployment of staff
• Ensure programs exist and are operating effectively to regulatory compliance

Manage resource requirement forecasts and allocation, employee reviews and making decisions for staff recruitment, discipline, etc. as required:
• Lead, promote, model, and support a culture of health, safety, well-being, and respect

Lead the implementation and acceptance of change within the workplace, including new technology and industry standards

Ensure accountability of all levels of staff

Manage annual budget for Department:
• Identify issues and reallocate resources as required to ensure the achievement of annual plans and objectives
• Provide recommendations into annual equipment needs and replacements, based on service needs
• Procure all raw materials and services for operational use and collaborate with departments for capital budget

Update, monitor and support municipal maintenance contracts:
• Oversee work carried out by contractors and work closely with external agencies and other departments including Engineering, Transportation, Utilities Kingston, Rec & Leisure, Information Systems & Technology and Communications

Implement service practices that meet customers' and the corporation's needs and ensure the customer perspective is a driving force behind decisions and activities:
• Address internal and external customers in a proactive manner regarding service requests and dispute resolution
• Lead, promote and develop work plans to meet service levels and public safety
• Resolve escalated service requests and ensure corporate customer service timelines are met

Develop and use collaborative relationships to facilitate the accomplishment of goals, with internal departments, external stakeholders as well as senior management and Council members:
• Represent department at various City committees
• Respond to members of Council and mayor on departmental inquires, details and requests
• Prepare Council reports
• Prepare workplan updates
• Investigate, prepare, and represent the City in legal claims defence

Direct and set expectations for Supervisors in achieving operational & service level standards and improvements:
• Engage staff in developing and committing to action plans that target specific competencies, skills, or knowledge related to performance improvement or to prepare for success in new responsibilities
• Responsible for the operational management of personnel including supervisors, assistant supervisors, and frontline staff, with a team building "work with" approach
• Develop, document, and implement operational and departmental change

• Other duties as assigned

Qualifications, Competencies

3 year diploma in engineering, business management, environmental, parks & recreation or a related field

5 years of experience in operational management

5 years of leadership experience in Public Works preferred

Certifications related to engineering, horticulture, parks & recreation, sports fields, or waste management

Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork

Skills, Abilities, Work Demands

Hands-on experience in heavy municipal construction and/or municipal maintenance industry an asset

Intermediate computer skills with MS Office and have a strong knowledge of other applicable software such as, financial management programs, AVL/GPS/GIS Systems, asset management software, and Customer Service software

Excellent communication skills with the ability to influence others and negotiate

Ability to work in a politically sensitive environment while demonstrating tact and diplomacy

Strong leadership and team building skills, with the ability to prioritize, mentor and manage a team

Ability to think strategically and deliver results

Knowledge of related acts and legislation including the Occupational Health & Safety Act, Highway Traffic Act, CSA, related environmental legislation as well as WHMIS training knowledge Resource Recovery and Circular Economy Act Environmental Protection Act

Knowledge of technical specifications - Ontario Provincial Standard Specifications (OPSS) and Ontario Traffic Manuals (OTM)

Knowledge of Municipal Act and Ministry of Transportation - CVOR

Must possess and maintain a valid class 'G' driver's license with a satisfactory driver's abstract

Required to obtain and maintain a satisfactory criminal record check
