Position Summary

Reporting to the Manager of Development Approvals, Planning Services, and supporting Manager, Development Engineering, the Supervisor of Development Approvals is responsible for supervising matters within the Development Approvals unit related to the Planning Services and Development Engineering process for development applications, in alignment with corporate strategies, plans, and priorities as well as industry acts, regulations and requirements. Strong written and verbal communication skills facilitate effective partnerships within the organization and with external stakeholders, developers, residents and other governmental agencies.
This position provides expertise and leadership in the supervision, technical review, and coordination of development applications and reviews and directs the work of assigned staff and consultants. Promoting a positive customer experience and expediency.

Key Duties & Responsibilities

Supervises Development Approval planners and provides support to Development Technologists assigned development related applications received by the City. Provides professional planning advice to staff and multiple external parties.

Demonstrates thorough understanding of all aspects of the development review process. Support Manager, Development Approvals and acts as key liaison support to customers and staff.

Lead Enforcement staff through grading and planning issues.

Assists with the coordination and supervision of all development related planning applications, review and prepare reports, present, and defend reports with respect to all applicable acts, legislative requirements, by-laws, and policies.

Technical review coordination for engineering and planning development applications.

Utilize the Land Management System to facilitate financial fee reconciliations and approval of refunds.

Establish and maintain effective professional working relationships with internal departments, Council, committees, external agencies and board, other levels of government, development industry and community stakeholders.

Facilitates community efforts relating to planning matters by representing the City a various meetings and hearings, including provision of evidence at hearings.

Qualifications, Competencies

4 year Degree in Urban Planning.

3 years of practical related experience in development planning and technical review.

Full membership in OPPI/CIP.

Skills, Abilities, Work Demands

Extensive knowledge and understanding of Provincial Policy Statement, Planning Act, Heritage Act, planning methodologies, legal requirements for municipalities, other related statutes and regulations.

Ability to negotiate and complete development agreements, site plan agreements and subdivision/condominium agreements.

Ability to anticipate, understand and respond to the needs of internal and external customers.

Ability to liaise with and build relationships with internal and external stakeholders such as various levels of government, community services, residents, and staff.

Highly developed analytical and research skills with the ability to formulate solutions to complex issues.

Ability to think strategically and deliver results.

Ability to manage financial, human and physical resources.

Ability to evaluate the effectiveness of decisions and the application of control and management processes.

Strong leadership and team building skills, with the ability to prioritize, mentor and manage a team.

Ability to lead and motivate staff and provide guidance on strategic, operational and technical matters.

Working knowledge of municipal, provincial and federal government acts and legislation, including occupational health and safety, employment standards, and human rights act.

Ability to work outside regular business hours as needed.

Valid class “G” driver’s license.

Required to obtain and maintain a satisfactory criminal record check.
