Position Summary

Reporting to the Manager, Facilities Energy & Asset Management, the Supervisor, Facilities Energy & Asset Management will create, implement, and coordinate various corporate wide sustainability initiatives for all assets within the City's Facilities portfolio (i.e. for all corporate departments as well as external boards, agencies, partners, and associations which make use of City facilities). This position will actively support and sustain the transition of all corporate facilities to Net Zero Energy through various climate change mitigation and adaptation strategies. The role will actively develop and oversee corporate sustainable operation activities, implementation and management of renewable energy systems, energy modelling and analysis, energy procurement, as well as energy management activities.
The Supervisor will be responsible for all internal and external energy reporting including but not limited to energy consumption/generation, GHG emissions, and utility expenditures. This position will also provide expertise and actively contribute to the corporation's green building policy, facility design standards, facility maintenance services, facility design and construction projects, facility capital and operating budgets, asset renewal planning, energy procurement, energy tracking, as well as measurement and verification of the ongoing operation of all corporate facilities.

KEY DUTIES & RESPONSIBILITIES
Supervision - Centralized Energy & Asset Management:
- Plan, schedule, and supervise the Building Performance Controls Technologist (BPCT) position as well as various intern(s) and summer placement student(s) positions . Can participate in the supervisor on-call process.
- This position oversees account verification, tracking, analysis and reporting of utilities consumption and GHG emissions for over 160 facilities with more than 500 individual meters (i.e. electricity, gas, water and sewer - $6M annual operating budget). The supervisor aims to optimize facility performance (i.e. maintaining comfort and other required levels of service while minimizing consumption and associated GHG emissions).
- The supervisor works closely with FMCS leadership, project managers and other management teams to resolve complex operational issues (that impact facility performance, utility consumption, etc.) and to optimize the scope of capital projects in order to achieve overall objectives for energy conservation and GHG reduction. The supervisor also works independently to develop business cases and potential strategies for various sustainability initiatives.
- Create, implement, and coordinate corporate wide sustainable programs, projects, measures, and initiatives for the City's entire facilities portfolio
- Take a leading role in facilitating a corporate wide bulk energy procurement program for facilities, including establishing applicable contracts
- Develop, implement, and oversee corporate wide sustainability projects, programs, and initiatives as part of the overall facilities energy and asset management framework
- Identify, recommend, and support the development of relevant corporate wide strategies, policies, and technical standards for facilities
- Responsible for all internal and external corporate wide energy reporting including but not limited to energy consumption/generation, GHG emissions, and utility expenditures
- Monitor and report on the City's electric vehicle charging stations usage and cost
- Ensure compliance with all relevant legislative and regulatory requirements, occupational health, and safety, as well as Municipal and Provincial regulations, policies, and procedures, etc.
- Oversight and administration of critical facility platforms: building automation systems (BAS), solar photovoltaics (PV), power monitoring (sub-metering) as well as electric vehicle (EV) charging stations (public and fleet). Work includes oversight of ongoing monitoring/tracking/verification/reporting as well as development and administration of service level agreements with third party vendors/contractors for planned or reactive maintenance and expansion of these systems. The supervisor applies technical expertise to address complex issues and to make recommendations for improvements.

Planning and Coordination:
- Communicate with all City departments (from management to front-line staff), as well as external consultants, contractors, vendors, and other agencies, etc. to plan and coordinate various sustainability and asset management initiatives that are consistent with strategic plans for FMCS and other City departments
- Coordinate various technical studies, feasibility analysis, and provide recommendations related to the sustainability of corporate facility operations and ongoing asset renewals
- Create and coordinate implementation of a comprehensive multistage program aiming to reduce energy consumption and GHG emissions that are integrated with the asset management plans for corporate facilities
- Play an integral role within FMCS to optimize planning for sustainability, GHG reduction and energy efficiency in all operations, maintenance, new construction, renovations, as well as planning for full life cycle asset management of facilitates to meet Council's priority of Net Zero Energy by 2040
- Provide expertise and actively contribute to the enhancement of the corporate wide Green Building Policy, Facility Design Guidelines, facility maintenance planning, facility construction and renovation projects, as well as capital and operating budgets

Innovation and Change Management:
- Actively contribute to the development of annual objectives and strategies to support the overall energy and asset management framework along with integrated planning to achieve Net Zero Energy by 2040
- Develop and maintain new systems and processes for analyzing and reporting corporate facility energy expenditures, Green House Gas (GHG) inventories, and related key performance indicators
- Research and implement best practices and new developments in sustainability from other jurisdictions (e.g. throughout Canada, and globally, etc.)
- Oversee measurement, verification, and reporting on the performance of corporate facilities and equipment upgrades
- Analyze and make recommendations for energy savings, GHG reductions, and cost avoidance that can achieved though the corporation's energy and asset management framework
- Utilize and expand corporate Building Automation Systems to reduce energy use and prepare for potential implementation of Smart City infrastructure using IOT and Open Data processes where applicable
- Monitor and recommend potential improvements to the corporation's electric vehicle platforms
- Update and continuously analyze annual corporate utility budgets and provide feedback to stakeholders throughout the year on potential impacts to those budgets
- Develop education and training programs for operational changes that will result in energy savings and GHG reductions.

Project Planning and Execution:
- Actively contribute to various project teams to ensure designs and specifications (e.g. for new equipment, retrofits, and replacements) are consistent with the overall energy and asset management framework for the facilities portfolio
- Provide estimated life cycle and environmental/GHG impact analysis where appropriate
- Review project drawings and specifications for new facility construction or renovations to identify energy conservation measures and renewable energy system opportunities and develop energy models and business cases as required
- Plan and coordinate various sustainability initiatives as well as energy and asset management projects
- The supervisor takes on various programs, maintenance activities, pilot projects, facility upgrades and sustainability initiatives. Projects have a high level of complexity. Projects and initiatives also have a high risk factor as they directly impact facility operations.

Qualifications, Competencies

3-year Engineering Technologist Advanced diploma in Energy Systems or equivalent

5 years recent and relevant technical experience

Knowledge of Building Automation Systems or instrumentation technology would be an asset

Professional designation in good standing with a related society or association ( (e.g CET, P.Eng, OAA, etc.)

Certified Energy Manager (CEM) or equivalent combination of education and experience

Certified RET Screen Expert (CRE) preferred

Facilities Management Professional (FMP)Certified Measurement and Verification Professional (CMVP) preferred

Asset Management certificate or designation would be an asset

Skills, Abilities, Work Demands

Strong working knowledge of various building systems (i.e. mechanical, electrical, structural, and building envelope), experience dealing with environmental, utility and building infrastructure issues, experience with HVAC engineering concepts including building controls and management systems is an asset

Proficient skills in Office 365, energy management, energy modelling and asset planning software, Computerized Maintenance Management Systems (CMMS), as well as Building Automation Systems (BAS)

Working knowledge of relevant municipal, provincial, and federal government processes, acts, and legislation (e.g. related to energy supply and management, Occupational Health & Safety Act, Ontario Building Code, CSA standards, etc.

Requirement to view, measure, and test electrical and mechanical equipment in industrial mechanical/electrical rooms, attics, ceilings, rooftops, basements, and other tight spaces

Ability to implement and follow safe practices working on large active facility construction projects with potential hazards as well as loud and dirty environments

Ability to work from a variety of surfaces such as ladders, rooftops, lifts using various elevating devices to perform measurement and verification of mechanical and electrical equipment performance

Required to obtain and maintain a satisfactory criminal record check
