Job Summary

Reporting to ROW Technical Coordinator, the Right-of-Way Technician is responsible for reviewing, coordination, processing, mapping and inspection of various Road permits application and supporting documents for all activities within the public road allowance. This position also performs site inspection prior, during and after construction to ensure compliance of work, traffic management set ups and restorations with permits terms, approved traffic control plans and governing manuals and standards, as well as inspections of ROW to identify by-law infractions. Other duties include data collection and summaries, asset digitization and mapping/drafting.

Duties and Responsibilities:

  • Review, approve and issue Road permits related to: Road Occupancy and Road Closure for various construction works, special events, emergencies, Curb and Culvert Modifications, and Excess Loads, etc.
    1. The permit process involves detailed review of the permit application and supporting drawings and traffic control plan, permit mapping in GIS, conducting field inspections, verifying insurance and traffic control documents, generate invoice and confirm completed payments, applying relevant by-laws and policies, liaising with other City departments, and utilizing customer service skills in responding to residents.
    2. Manage invoices and track payments for various Road permits, security deposits, and follow up action of non-payments.
  • Liaise with internal and external stakeholders and customers for review and processing of permits to ensure compliance to governing by-laws, policies and guidelines, standard drawings and minimize disturbance to public and ROW users.
  • Documentation of Road permit records in the City's permitting management system (AMANDA) and mapping them in GIS.
  • Generate and manage permit historic data, permit invoicing, journal entries and Road Deposit releases
  • Receiving, documenting and responding to enquiries and complaints from residents, applicants, internal City of Markham customers including other departments and management, providing accurate information in response to inquiries and take appropriate action as required.
  • Monitor the permitted contractor activities to ensure quality, compliance to permit terms, standard drawings and approved traffic control plan.
  • Conduct and document field inspections to determine pre and post construction conditions related to permitted activities.
  • Inspect the City ROW to identify ROW infractions and coordinate with by-law department and Operations-Roads to address the non-compliances
  • Support ROW Technical Coordinator with permit mapping, create Traffic Control Plan, preparation of winter map and Road and Parks assets digitization in ArcGIS

Qualifications & Competencies

  • Diploma from a recognized Community College in an accredited Civil Engineering Technology or a related discipline;
  • Eligible for membership with the Ontario Association of Technicians & Technologists (OACETT) as CET or similar professional designation
  • Minimum 3 yrs related experience.
  • Proficiency in ESRI GIS data and mapping tools
  • Proficiency in the use of Autocad
  • Ability to create and edit a relational database using MS Access
  • Familiarity with OTM Book 7, Temporary Conditions
  • Familiarity with municipal construction practices, Standard Drawings, By-laws and policies
  • Familiarity with all the relative By-Laws for Use, Alteration and Occupancy of Roads within City of Markham such as Road Occupancy By-Laws and Curb Cut Standard By-Law
  • Ability to comprehend and interpret technical drawings
  • Familiarity with the Ontario Occupational Health and Safety Act
  • Familiarity with AMANDA municipal database system
  • Familiarity with Outlook email communications and scheduling software and other Microsoft Office Suite software
  • A valid Class "G" driver's license is required with a good driving record
