Job Summary

Reporting to the Supervisor - Utility & Technical Support, the Utilities Inspector/ Technologist will be responsible for quality assurance of utility installations within the City's right-of-way.

This position will primarily work in the office and field with the occasional opportunity to work from home.

Key Duties and Responsibilities

  • Independently review, coordinate and complete the approval process of Municipal Consent (MC) applications for utility works and streetlight installation/maintenance projects within the City's right-of-way.
  • Responsible for coordination, inspection and final approval of utility installations within the City's right-of-way.
  • Inspection of various municipal infrastructure and servicing projects including utility installations, roads/boulevard restoration and streetlighting related projects.
  • Perform pre-inspections to review and verify utility company proposed work on site, based on site conditions and locates.
  • Independently review/coordinate/approve red-lines and field changes including filing the site findings and records.
  • Perform post-inspections to ensure safety of ROW and compliance of site restorations to the City Standards, Guidelines, Traffic Manuals, applicable by-laws, Acts and legal Agreements.
  • Monitors the contractors including completing frequent field inspections as necessary, to ensure that the works are carried out in accordance with the approved plans, agreements and City's engineering standards and safety requirements.
  • Assists in administration of Municipal Access Agreement with various utility agencies.
  • Verify application for compliance with applicable acts, Municipal Access Agreement and application standards (i.e. CRTC, TRCA, MTO, Metrolinx, Engineering, etc.)
  • Detailed technical reviews and approval of utility design drawings and proposed locations for utility installation within the City Right-of-Way to ensure public safety and reducing the associated risk and liability to the City
  • Liaise with other departments to obtain comments and approval (road cuts and restorations, tree removal, heritage, clearance exemptions, easements on City lands, etc.)
  • Maintains databases and drawing inventories for utility installations.
  • Undertakes special projects and performs other duties as assigned, in accordance with departmental or commission/corporate objectives.
  • Responds to inquiries from staff, internal departments, utility agencies and customers.
  • Respond to public enquiries and site inspect and process Active Citizen Requests (ACRs) regarding utility related concerns
  • Assist in PUCC presentation and meeting with utilities and contractors
  • Assist in regular inspection and manage contractors for Closed Sabiston Landfill annual maintenance projects
  • Supports Supervisor and Manager of Utilities & Right-of-Way in all matters involving the section.
  • Other duties as assigned.

Minimum Requirements and Qualifications

  • Community College diploma in Civil Engineering Technology or related discipline.
  • Member or eligible for membership as a Technologist in OACETT.
  • Minimum five years municipal infrastructure servicing and telecommunication design and construction experience (preferably in a municipal or consulting engineering environment)
  • Knowledge of utility infrastructures system (gas, Hydro, streetlighting, telecommunication, water, sanitary sewer, storm sewer) design, construction details and their impacts on city right-of-way, specifically with respect to existing conditions, constructability and required legislative separations, safety, installation method and material
  • Excellent working knowledge of municipal engineering and construction practices, the Ontario Occupational Health and Safety Act, confined space entry.
  • Ability to read and interpret plans and specification.
  • Excellent customer service as well as verbal and written communication skills.
  • Excellent computer skills, including working knowledge of Microsoft Office suite, PDF applications and GIS applications.
  • Experience with Arc Map or ArcGIS Pro and Autocad
  • Familiarity with MTO Book 7, Temporary Conditions
  • Commitment to providing a high quality customer focused service while working in a team oriented environment.
  • Ability to work on own initiative and to organize and coordinate multiple assignment.
  • Valid Class G Ontario driver's license, satisfactory driver's abstract and access to a reliable vehicle.
  • Available to carry out night time inspections (occasionally) outside of normal business hours.
