Job Summary

Reporting to the Manager, Environmental Site Management & Compliance, the successful candidate will perform various tasks using their environmental science and/or engineering knowledge and skills to support environmental compliance of City owned properties and projects while under the functional guidance of the Project Manager, Environment and the Environmental Coordinator, Site Assessments. This may include, but not limited to, assisting with the administration and provision of technical support of the City's excess soil tracking software and ensuring the City's compliance with the On-Site and Excess Soil Regulation (O. Reg. 406/19), following up on environmental reports required for Road Occupancy Permits, conducting annual field inspections of risk management measures on City-owned property, assist with soil stockpile characterization at City Works Yards, review of soil and groundwater investigation or monitoring reports, respond to environmental inquiries, assisting with the coordination of comments on waste management facility applications, and assisting with the implementation of environmental management programs for City owned properties and projects.

Duties and Responsibilities

  • Assist in ensuring compliance with the On-Site and Excess Soil Management regulation (O. Reg. 406/19) at the City and fulfilling the City's obligations in record tracking and retention, including assisting with administering and providing technical assistance on the City's excess soil tracking software, assisting City staff with applying the excess soil regulation and management of excess soils and reviewing and providing comments on excess soil reports and documents.
  • Track, coordinate and ensure compliance with monitoring and reporting requirements on City-owned properties by external parties that have entered into an environmental legal agreement with the City; review environmental reports in comparison to applicable standards, make recommendations whether monitoring frequency may need to be increased or may decrease and determine when other parties have fully satisfied all conditions of legal agreements.
  • Track and review applications for Road Occupancy Permits for environmental and other engineering investigations within City rights-of-way, confirm receipt of reports upon completion of the work, and review and make recommendations on the need for additional information or management.
  • Provide assistance in overseeing consultants to characterize soil stockpiles from various operations at City Works Yards to ensure compliance with O. Reg. 406/19 for disposal.
  • Track and record geodetic coordinates of installed groundwater monitoring well locations into a database and ensure that all wells are properly decommissioned in accordance with O. Reg. 903 upon termination of monitoring activities.
  • Review and provide environmental comments on Environmental Assessment projects that are planned to occur within the City of Mississauga.
  • Provide environmental comments and assist with the coordination of comments from City staff across multiple departments on new or expanding waste management facility applications.
  • Perform occasional site inspections to fulfill environmental risk management requirements implemented at City-owned properties (e.g., parks).
  • Procure and manage environmental consultants to conduct routine environmental monitoring programs at City-owned properties as part of the existing Risk Management Plans and Contaminant Management Plans, as needed.
  • Compile and organize data to input into the City's Environmental GIS mapping system and connected Sharepoint site files that tracks environmental sites and records.
  • Performs other duties as assigned.

Skills and Qualifications

  • Successful completion of an Environmental Engineering Program and a C.E.T. or C.Tech. designation or an Environmental Science or Engineering Program undergraduate degree at an accredited educational institution.
  • Working knowledge and understanding of environmental legislation including, but not limited to, the Environmental Protection Act, Ontario Regulation 153/04 (Records of Site Condition), Ontario Regulation 406/19 (On-site and Excess Soil), Reg. 347 (Waste Management) and Ontario Regulation 903 (Wells) is required.
  • Previous work experience in the preparation of Phase One and Phase Two Environmental Site Assessments, Risk Assessments, Remedial Action Plans, and the Ministry of the Environment, Conservation and Park's administrative requirements to file a Record of Site Condition would be strongly preferred.
  • Previous field experience in conducting environmental intrusive testing and assisting with the preparation of reports for Phase One and Phase Two Environmental Site Assessments, Risk Assessments and/or oversight of remedial activities to remove or treat impacted soil and groundwater would be strongly preferred.
  • Must demonstrate excellent written and verbal communication skills and awareness of other communication tools
  • Must have experience with Microsoft Office (i.e., Word, Excel, PowerPoint) and in spreadsheet and database applications for data management analysis and reporting.
  • Must demonstrate ability to work effectively both independently and as a member of a team, and strong analytical, organizational and problem-solving skills.
  • Must demonstrate proven ability to set priorities, plan and execute a variety of tasks in order to meet critical deadlines.
  • Should have the ability to travel between various sites and facilities located across the City of Mississauga. A valid Ontario Class G driver's license is required to operate a City vehicle.
  • Familiarity with entering mapping and database data into geographic information systems (GIS) based software would be an asset.
