Job Summary

Plan, organize and arrange for all maintenance activities to ensure public safety within one of four areas in the City. Maintenance activities include: road pavement maintenance; sidewalk repairs; storm sewer repairs; leaf pick up; drainage and creek maintenance; tracing and cleaning environmental spills; winter maintenance of roads, sidewalks, and bus stops; assistance to the fire department; boulevard cleaning; and dealing with encroachment issues.

Duties and Responsibilities

  • Ensure all work is performed in accordance with Council approved service levels and industry best practices, and in compliance with City policies/procedures and Provincial/Federal legislation.
  • Provide leadership, supervision, mentoring, coaching and training to all full time and temporary/seasonal staff.
  • Assist in supervision of contracted seasonal maintenance programs.
  • Manage various road, storm water and related infrastructure maintenance activities and resources including budgeting, prioritizing, organizing, scheduling, assigning and monitoring.
  • Review/prepare detailed activity documentation for staff/equipment time and materials used.
  • Respond promptly to service requests from Mayor, Councillors, residents, senior management, internal departments and external agencies.
  • Ensure compliance by staff for all occupational health and safety standards/procedures including scheduling of appropriate training.
  • Assist in development and presentation of standard operating procedures, "tailgate/tool box" topics, winter staff training and contractor orientations.
  • Assist/manage staff concerns including hiring, investigations, performance/behaviour improvement and progressive discipline.
  • Perform site inspections, investigate service requests and incidents/accidents, and assist/prepare reports and responses on same.
  • Respond to requests for documentation for examination for discovery cases and participate as required.
  • Monitor right of way including investigating, identifying, reporting and making safe as required infrastructure deficiencies.
  • Perform physical skills in execution of responsibilities and maintenance of infrastructure, including in all weather conditions.
  • Assigned Duty Person on call rotation year round 24/7 to manage scheduled and non-scheduled activities, including winter operations.
  • Assigned shift and overtime work outside regular day shift hours.
  • Assigned and rotated as required to all Works Yards as part of career development and operational requirements.
  • Perform other duties as assigned.

Skills and Qualifications

  • Post-secondary education in civil engineering or related field.
  • Certified Engineering Technologist (C.E.T.) designation with Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
  • Certified Road Supervisor-Intermediate (CRS-I) designation with Association of Ontario Road Supervisors (AORS).
  • Minimum five (5) year's municipal supervisory/leadership experience in engineering, construction or operations in an unionized environment
  • Candidiates not meeting some or all of the above criteria may be considered based on acceptable and equivalent related municipal experience and education but must commit to pursuing and achieving required professional designations within a specified timeline, as determined by the City.
  • Demonstrated competency in leadership, supervision, mentoring, coaching, training, communication, accountability, diplomacy, accountability, customer service, continuous inprovement, and the City's core values - Trust, Quality and Excellence in a results-oriented environment.
  • Demonstrated competency with Microsoft Office applications and other City programs.
  • Demonstrated understanding and execution of collective agreements, City policies/procedures and Provincial/Federal legislation.
  • Demonstrated competency working in a team environment with internal and external stakeholders.
  • Demonstrated competency in pro-active approaches, LEAN process improvements, multi-dimension thinking, problem solving and multi-tasking.
  • Must have a vaild Province of Ontario driver's license in good standing with a personal vehicle available for City use.
  • A reference check including a review of employee file will be conducted.

Hourly Rate/Salary: $ 94,982.00 - $ 126,643.00
