Under the direction of the Director, Engineering Services, the Manager, Capital Delivery, Community Spaces is responsible for the management and delivery of the work and the achievement of the objectives within the Capital Delivery, Community Spaces business unit, incorporating the planning, design, budgeting, approval, construction and delivery of community spaces and infrastructure projects.
Responsible for leading a team delivering projects, which augment the Town's linear infrastructure capital program, including initiatives such as: building construction and renovations, pumping stations, recreation facilities (e.g. water features, outdoor rinks, etc.) green spaces, environmental and low-impact development projects, public spaces, parks, and other projects involving a broad range of multi-disciplinary design and construction work. The role applies project management and engineering processes to plan, execute, monitor and control the main "Project Management Knowledge" areas on all projects. The position works closely with Asset Management, Community Services Commission, and internal stakeholders to plan the Town's future capital infrastructure and community spaces programs.
Credentials
Post-secondary degree in Civil, Mechanical, or Electrical Engineering, Engineering Technology, or Architecture, as well as OACETT Certification as a Certified Engineering Technologist (C.E.T.), membership in Professional Engineers Ontario (P.Eng.), or the Ontario Association of Architects, accompanied by provincial government training and certification in related construction/inspection/installation courses with progressive experience to a senior level in a municipal environment. An equivalent combination of education and experience may be considered.
Currently a member of OACETT, Ontario Association of Architects, or Professional Engineers Ontario, or eligible for membership.
Class G driver's license in good standing and a reliable vehicle to use on corporate business.
Due to the responsibilities of this position a Criminal Record and Judicial Matters Check satisfactory to the Town is required.

Thorough knowledge of budget preparation and management. Knowledge of the budgeting process and forecasting to collaborate with other Commission staff involved in the budgeting and forecasting process.
Proficient in the use of MS Office (e.g. Word, Excel, PowerPoint and Outlook).
Broad knowledge of multi-disciplinary engineering with respect to the delivery of all project phases including planning, design, rehabilitation and maintenance, and new construction.
Knowledge of a variety of different types of projects, including experience overseeing the design, installation, troubleshooting and maintenance of systems.
Experience overseeing delivery and project management of multi-disciplinary technical projects, including overseeing work of professionals with technical expertise outside the candidate's core technical training.
Knowledge of applicable legislation, bylaws, legal proceedings and the ability to interpret legislation such as Accessibility for Ontarians with Disabilities Act (AODA), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Occupational Health and Safety Act as well as the Employment Standards Act.
Demonstrated experience in overseeing the management of contractors and consultants as well as liaising with external agencies such as regulatory bodies (LSRCA, TSSA, MECP, and other regulators) and utility companies.
Demonstrated ability to determine annual (and 5 and 10 year) Capital Programs for Town-owned assets and monitor & control the delivery, with particular focus on the costs, quality, scope and timelines.
Demonstrated ability, knowledge and experience in project management of multi-disciplinary capital projects, with a particular focus on the 10 project management knowledge areas: scope, time, cost, quality, resource, communication, risk, procurement, integration, and stakeholder management.
Demonstrated knowledge and experience in the engineering aspects of multi-disciplinary capital projects throughout all phases of project delivery, including project planning, initiation, conceptual design, detailed design, preparation of tender packages, Request for Proposal (RFP) preparation, agreements and contracts preparation, construction, and overall project delivery.
