Job Description

Under the direction of the Director, Public Works Services and with the guidance from the Infrastructure & Environmental Coordinator, the Utility Plans Coordinator is responsible for liaising between Public Works Services, other Town departments and external utility providers with respect to utility infrastructure planning and capital plan delivery. Supports design work and ensures compliance with Town's design standards and applicable regulations. Accepts, reviews and approves engineering design for utility works subject to Municipal Consent and Road Occupancy Permit applications for utility contractors and general public. Provides in-field support when problem solving to mitigate utility conflicts, Completes final inspections and processes all financials associated with occupancy of municipal boulevards and roadways.

Job Requirements
  1. Post-secondary diploma in civil engineering technology. Certified member of OACETT in good standing as a Certified Engineering Technologist (C.E.T.) is required.

  2. Strong demonstrated experience in an urban municipal public works environment and experience with engineering plan review and formal approval processes is required. Strong verbal and written communication skills, as well as report writing.

  3. Strong working knowledge of the Municipal Act (O.Reg. 366/18, amending Minimum Maintenance Standards for Municipal Highways), Telecommunications Act, the Broadcasting Act, Accessibility for Ontarians with Disabilities Act, Highway Traffic Act, the Ontario Traffic Manual, as well as the Occupational Health and Safety Act and Regulations, Electrical Safety Codes, provincial statues and other Regulation that are in accordance with job responsibilities are required.

  4. Strong working knowledge of municipal infrastructure and telecommunication drawings with a focus on best construction practices and local and provincial engineering standards and specifications, as well as, the ability to interpret and comment.

  5. Strong customer service orientation, prioritizing, problem solving, conflict resolution, analytical, collaboration, organizational and planning skills with ability to multi-task.

  6. Demonstrated knowledge in mediation and negotiation skills (e.g. contractor negotiations for proposed design changes in the field).

  7. Proficient in the use of MS Office (e.g. Word, Excel, PowerPoint and Outlook), JD Edwards, AutoCAD and construction/asset management systems programs.

  8. Ability to work independently with minimum supervision.

  9. Ability to exercise judgement and communicate effectively with contractors, consultants, staff, other agencies and the public.

  10. Valid Class "G" Driver's License in good standing with reliable vehicle for use on corporate business.

  11. Available to work scheduled and unscheduled overtime as required.
