Consider this exciting Team Leader - Traffic Management opportunity within the Central Region - Operations Branch of the Ministry of Transportation.

We are seeking an individual with demonstrated supervisory skills to coordinate and manage operations on a rotating shift basis for the Central Region COMPASS Traffic Management centre, where you will provide operational guidance to COMPASS staff in day-to-day and emergency situations. You will have an opportunity to demonstrate your analytical skills in the interpretation and development of procedures and policies related to the operation of COMPASS.

What can I expect to do in this role?

In this job you will:
• Co-ordinate, monitor and guide the daily activities of COMPASS operators
• Manage incidents that escalate beyond routine daily activities of COMPASS operators
• Co-ordinate Ministry contractors, other internal and external stakeholders of COMPASS
• Identify operational problems with the COMPASS system, undertakes investigations, analysis, and prepare recommendations and reports
• Develop new procedures and practices for operations
• Review and analyze operational issues and recommends the most effective approach
• Make decisions and determine the effective delivery of traffic management techniques using Intelligent Transportation Systems (ITS)
• Review and implement changes to the LMRN radio system
• Develop shift schedules and assign/co-ordinate work assignments
• Review time sheets/expenses for operators and submit to manager for approval

How do I qualify?

Technical Knowledge

You have:
• Advanced knowledge of Advanced Traffic Management Systems
• Knowledge and understanding of the theory, principles, practices and operation of the COMPASS systems, Traffic Management, LMRN radio and Area Maintenance Contract/Construction
• Knowledge of relevant sections of legislation and directives (e.g. Highway Traffic Act (HTA), Ontario Traffic Manuals, etc.) and related regulations
• Knowledge of congestion and incident management strategies and traffic planning
• Knowledge and extensive experience in the application of various policy manuals and related guidelines relative to traffic management and operations
• Excellent knowledge of Occupational Health and Safety Act and Emergency Response Guidelines

Supervisory and Organizational Skills

You have:
• Ability to coordinate and manage operations, set work objectives and maintenance priorities, as well as organize and schedule work assignments
• Ability to work within pressured, high volume environment with constantly changing priorities, high profile issues and requirements to respond to urgent issues in short time frames
• Ability to co-ordinate activities with other internal and external stakeholders
• Ability to provide technical leadership, expertise and guidance to staff as well as stakeholders

Analytical and Problem Solving Skills

You have:
• Ability to coordinate and conduct reviews, investigations and projects related to operational issues
• Ability to trouble shoot operational problems, set objectives, work and maintenance priorities
• Ability to analyze traffic flows, make appropriate traffic routing decisions and develop contingency plans for emergencies
• Ability to identify issues and develop/recommend solutions
• Ability to evaluate existing and proposed traffic management systems and components and operations

Communication Skills

You have:
• Ability to discuss and convey complex, controversial and confidential issues with staff and clients
• Ability to prepare complex analytical reports and correspondence
• Ability to provide advice and recommendations for technical and policy solutions to clients and senior office management
• Ability to use discretion and sensitivity in communicating and discussing ministry position on sensitive issues

Computer Skills

You have:
• Ability to effectively use computers software such as word processing, spreadsheets, database applications and browser based user interface

Hours of Work

• This position requires rotating shift work in a 24/7 environment, including evenings, nights, weekends, and holidays.
