What you will do

As a Senior Contracting Advisor, you will be responsible to provide expert contracting and procurement services to programs and projects as well as highly specialised, professional, functional and authoritative advice to senior management, to Cost Centre (CC) Managers and Business Owners (BOs). You'll be responsible for managing, planning and delivering the procurement for a highly diversified range of unique, specialized, sensitive and/or complex, high dollar value goods and /or services to strengthen the Councils procurement frameworks, increase productivity and enhance a collaborative work environment. You will also act as the Centre of expertise on all aspects of procurement and contracting for clients and colleagues of NSERC and SSHRC. You may also be responsible for the management of the Acquisition Card Program and for contribution to the enhancement of the procurement framework which includes new internal policies, guidelines, directives, tools, processes, new and innovative methods of supply for procurement and contracting and of the development of the organisational Business Data Integrity Reporting.

What you need to succeed

Education

  • Successful completion of a post-secondary degree or diploma or an acceptable combination of education, formal training, and *significant experience in the field of procurement and contracting in the public sector.
  • A certificate or diploma in procurement and contracting or in administration would be an asset.

Experience

  • *Significant experience in the interpretation and application of procurement policies, directives, guidelines and regulations
  • *Significant experience using central agency vehicles for the procurement of **complex IT and non-IT professional services.
  • *Significant experience in reviewing and analyzing Statements of Work (SOW) and evaluation criteria, and providing feedback and advice to Business Owners regarding the structure and content of these documents.
  • *Significant experience preparing solicitation documents such as Requests for Proposals (RFP) and resulting contracts for the procurement of professional services.
  • *Significant experience leading evaluation processes, and ensuring bid submissions are evaluated based on the established methodology.
  • *Significant experience providing advice to internal clients on interpreting procurement policies, procedures, and business owner obligations, as well as analyzing requirements to determine the most appropriate procurement strategies.
  • *Significant experience in analyzing and solving complex contracting issues, making clear and justified recommendations and implementing effective solutions
  • Experience working with a financial management system in the production and validation of contracting reports, including proactive disclosures, parliamentary questions and Access to Information and Privacy (ATIP) Requests.

*Significant is defined as the breadth and depth of experience normally attained by having at least three (3) years of cumulative experience in a Purchasing and Supply (PG) or equivalent position

**Complex is defined as professional services requirements with a high dollar value (>$100K) or involving multiple stakeholders.

Knowledge

  • Knowledge of the federal procurement policies/directives, associated procedures, guidelines, regulations and notices that are currently in effect.
  • Knowledge of procurement and industry best practices
  • Knowledge of SAP financial system considered an asset.
