JOB SUMMARY

The Asset Management Branch is responsible for the cost-effective management of the City’s $20 billion public works infrastructure assets, carrying out or overseeing the provision of planning, analysis and needs evaluation specifications, and Request for Proposal (RFP) development, evaluation and selection.

You are responsible for a range of technical functions associated with overall capital planning and budget forecasting for the Department and coordination of forecasts with other departments. This includes capital budget management that monitors and analyzes Departmental capital budget performance as projects are tendered, coordination of technical documentation supporting funding requests and coordination of capital forecasts through intake and review processes. You also complete or project manage various assignments, assist in the development of Branch decision support tools, and undertake research and analysis to support the Unit’s role in the development of long range financial forecasts, asset management plans and implementation of the asset management policy and strategies.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering, Business Administration or related field

Minimum of 5 years of progressively responsible and direct experience in asset/infrastructure reinvestment planning, long range budget coordination for large municipal infrastructure, including capital and operating budget processes, asset depreciation modeling, budget monitoring, project/contract management, supervisory responsibilities, cost benefit and risk assessment methodologies

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) is desirable

KNOWLEDGE

  • Infrastructure lifecycle models and financial reinvestment best management practices for large municipal infrastructure
  • General knowledge of storm water management practices and technologies
  • General knowledge of design and construction practices, rehabilitation techniques and infrastructure performance characterization
  • Project management/contract management practices and processes, including budgetary, scheduling and resource management procedures
  • General knowledge of maintenance/operational aspects and requirements for drinking water, wastewater and roadway facilities
  • Demonstrated use of computers and computer applications, such as financial models, advanced spreadsheet applications, GIS tools and database management systems
  • Applicable legislative provisions and requirements of the Planning Act, Environmental Assessment Act, Water Resources Act, Municipal Act, Conservation Authorities Act
  • Forecasting processes for capital and operating budgets
  • General knowledge of public consultation processes
  • Predictive modeling principles, asset management principles and processes
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers
