Responsible for ensuring the strategic, effective and efficient sourcing effort of the University and accountable for the delivery of high quality, cost-effective, best value procurement services to meet the operational requirements of University units, including academic, research and administrative departments and capital and operational projects. Ensures conformance and adherence to University policies and procedures, and compliance with public sector legislation and trade treaties.
The incumbent must possess the following qualifications:
• Knowledge of leadership practices in people management, strategic planning and risk management, policy development, financial management and stakeholder relationship management
• Knowledge of strategic, operational and construction procurement practices, including procurement program design, delivery, assessment, and evaluation methodologies, processes, and practices
•
• Knowledge of legislation and broader public policy related to procurement, including domestic and international trade agreements, Canadian procurement case law, collective agreements
• Knowledge is used to lead a major functional area
The above is normally acquired through:
• Completion of a bachelor's degree in business administration, commerce or related discipline
• Certification or accreditation in supply chain management or procurement management
• Project Management Certification
• Minimum of ten years of previous progressive procurement or business experience in a complex organization, with at least five years leading a procurement program
