JOB SUMMARY

As a member of the Distribution Engineering and Asset Management team, the Manager, Contractor Management is responsible for strategic procurement and oversight of all external resources required for effective delivery of Hydro Ottawa's annual capital and maintenance activities. The Manager, Contractor Management is also responsible for the effective management, including adherence to cost, safety, delivery and quality of external contractors hired to assist in the completion of capital and maintenance programs. With a continuous improvement mindset, the Manager, Contractor Management advises and acts upon opportunities to leverage external resources in place of internal resources, where efficiencies can be realized and ensures sufficient resources are available to meet the resourcing plan as set-out by the Manager, Program Management.

MAJOR RESPONSIBILITIES

  • Manage the relationship and contractual terms and conditions with contractors with an average annual contract value of approximately $50 million.

  • Establish short and multi-year strategies for program support through external service providers.

  • Oversee the Damage Prevention internal and external resources, ensuring safe and effective oversight of Hydro Ottawa plant in a cost effective manner

  • Actively manage the Civil Plant Inspections and program, ensuring external resources adhere to internal Civil Standards

  • Secure and maintain adequate levels of contractor resources in alignment with annual and multi-year workforce planning and contractor support strategy and in support of capital and maintenance programs delivery.

  • Develop and maintain contractor performance management systems including productivity, cost, safety, delivery, and responsiveness considerations.

  • Actively identify opportunities for cost containment through contractor assignment optimization and identification of potential revenue streams.

  • Provide advice to the Director, Distribution Engineering and Asset Management, on matters related to the long-term contractor strategy.

  • Ensure that all construction and maintenance of the distribution system completed by external contractors is performed according to industry standards and meets construction verification program regulations (Reg. 22/04).

  • Ensure the safety of employees and the protection of the public in the day-to-day operations and ensure that contractors adhere to corporate safety standards.

  • Complete and issue tenders to establish standing offer agreements with external electrical contractors to assist in the completion of capital and maintenance programs

  • Know and fulfill responsibilities as an Asset Service Provider as described in the Hydro Ottawa Strategic Asset Management Plan. As it relates to this role:

  • Define and manage the strategies, standards, operational, maintenance, and capital planning of Hydro Ottawa's assets; and

  • Efficiently implement the operational, maintenance, and capital works plans for Hydro Ottawa assets.

  • Communicate the corporate vision and direction to staff.

  • Participate in the Emergency Response Organization including after-hours and on-call responsibilities.

  • Coordinate and lead continuous improvement initiatives.

  • Create and maintain a positive team focus on productivity, effective customer service, delivering capital and maintenance projects on time and on budget.

  • Prepare annual capital, operational and human resource plans, monitor the effectiveness of the operations, processes, procedures, practices on the systems, develop recommendations and implement necessary changes and improvements both at the planning and operational levels.

  • Represent the utility with external stakeholders by establishing and maintaining strategic relationships including government agencies, industry colleagues, etc.

  • Perform other duties as required.

EDUCATION AND EXPERIENCE

  • University degree with a minimum of 10 years' experience in operations, 5 years of experience in project and program delivery methods, 5 years of experience and an advanced understanding of the project lifecycle and 5 years in a leadership role.

  • An equivalent combination of relevant experience, formal training, and demonstrated performance and ability may substitute for stipulated academic requirements.

  • Relevant Professional Designation considered an asset.

  • PMP designation considered an asset

  • Advanced knowledge of project controls, project reporting, scheduling, estimation and financial forecasting

  • Experience in development and standardization of key performance indicators and enterprise reporting

  • Knowledge of ISO 55000 standard

  • Strong computer skills; proficient in the use of office productivity and collaboration tools, preferably G Suite

  • English essential, both oral and written; Bilingual (English/French) considered an asset

  • Government of Canada security clearance

This is a management group opportunity and salary will be commensurate with qualifications.
