JOB SUMMARY
The Project Administrator is responsible for identifying project goals, needs, and scope, and plans, monitors and documents tasks throughout lower complexity (Path 4) projects. The Project Administrator is also responsible for ensuring all tasks, deliverables, and project materials are delivered promptly, fostering effective communication with stakeholders concerning project status, and documenting each step of the process using various project management tools.
MAJOR RESPONSIBILITIES
The essential responsibilities of the job include but are not necessarily restricted to the following:
Coordinate projects of lower complexity effectively and efficiently adhering to Hydro Ottawa project management processes, guidelines, and PMBOK principles including project execution, and final project reconciliation functions to ensure successful project outcomes
Coordinate activities, resources, equipment and information, and monitor project construction, finances, and project status using the enterprise resource planning system
Communicate with Stakeholders and prepares cost variance reports as required
Identify project goals, needs, and scope, and develop project plans to achieve them
Plan, monitor, and document tasks throughout a project
Monitor and ensure all tasks, deliverables, and project materials are delivered promptly in adherence to project timelines
Effectively communicate with predominantly internal stakeholders concerning project status, manage their expectations, and ensure stakeholder satisfaction
Prepare or assist with project budget preparation for lower complexity projects
Analyze risks and opportunities associated with lower complexity projects and develop and implement mitigation plans to effectively manage risks throughout the project life cycle
Provide process improvement recommendations to management and other internal work groups
Monitor project progress and work with project team to develop solutions to issues that arise
Prepare all appropriate contracts and agreements using applicable templates
Create and maintain project documentation, plans and reports
Review and recommend peer design proposals as per the Design Approval Process, ensuring that all designs meet Hydro Ottawa standards and regulatory requirements
Ensure that all projects are executed to meet the requirements, budgets and schedules by liaising with all Hydro Ottawa divisions/groups and external contacts as required
Communicate and coordinate with customers, developers, consultants, contractors, representatives from the city, other utilities and other outside agencies as required
Provide interpretation of Hydro Ottawa specifications to outside consultants and contractors
Ensure adherence to the Contractor Safety Management Program
Prepare and issue Health and Safety and Ministry of Labour (MOL) documentation such as job planning, MOL project notification, etc.
Ensure the quality and accuracy of project construction work is to design standards and the requirements of Regulation 22/04, and take corrective action as necessary
Coordinate material management that may include evaluating, inspecting, testing, and forecasting
Participate in the preparation of technical standards, guidelines, and specifications
Review, prepare and present reports associated to status, budget, material, timeline, etc., as directed by line management
Provide feedback on processes and equipment failures, and recommend corrective actions to promote continuous improvement in project execution
Prepare or assist with design related training material and deliver or assist in delivery of training, mentoring of peers and students
Complete service layout work related to lower complexity projects as required
Complete civil plant inspections related to lower complexity projects as required
Ensure as-built information is accurately gathered and recorded in GIS
Ensure mandated applicable regulatory timelines are adhered to for energy infrastructure development initiatives such as DER (Distributed Energy Resources) and EV (Electric Vehicle) charging connection applications
Coordinate and oversee work packages for fiber installation projects
Complete and manage 3rd party Support Structure Attachments (SSA’s) as required
Perform other related duties as required
EDUCATION AND EXPERIENCE
Post secondary education (diploma) in Electrical Engineering Technician or Technology, or in a related Engineering technical discipline or, minimum 10 years electrical utility operations field experience may substitute for stipulated academic requirements
Minimum 2 years relevant experience, preferably with an electrical utility
OACETT certification, or eligible for certification within 2 years
Certified Associate in Project Management (CAPM), Project Management Institute (PMI) Certification, or eligible to obtain within 2 years
Project Management experience considered an asset
ADDITIONAL REQUIREMENTS
Valid driver’s license – Class G
Successful completion of Driver Competency Assessment
Government of Canada security clearance
English essential, both oral and written
Bilingual (English and French) considered an asset
The terms and conditions of employment for this position are governed by the collective agreement between Hydro Ottawa Limited and IBEW Local 636.
