JOB SUMMARY
Reporting to the Supervisor, Stations Engineering, the Stations Technician is responsible for the design, development, enhancement, testing, integration and project management of activities that intersect multiple areas of Hydro Ottawa Limited (HOL) distribution network related to Protection and Control (P&C) for all substations, distributed generation connections, distributed automated field devices, the Supervisory Control and Data Acquisition (SCADA) system, Power Quality Analysis, and the management of the Stations Maintenance Program and Record Control. The Stations Technician collaborates with Engineering staff to create electrical designs, review co-ordination studies and device setting that are associated with critical systems equipment and its configuration, installation and commissioning used for detecting and responding to power system faults, controlling system devices, communication systems and metering schemes throughout the HOL distribution network.
MAJOR RESPONSIBILITIES
The essential responsibilities of the job include but are not necessarily restricted to the following:
Guide project functions throughout project life cycle for high voltage electrical equipment and P&C systems installed at transformer stations, substations, generating stations and field distribution.
Design, review, estimate, and complete project management functions in accordance with Hydro Ottawa procedures and standards.
Prepare request for proposals, including defining scope of work, in order to evaluate, award, and administer contracts to internal and external work related to P&C, Transfer/trip Substation Automation, SCADA, customer control and replacement equipment/materials.
Review the quality and accuracy of capital project plans and the installation of P&C and SCADA systems and infrastructure in accordance with available design standards and take corrective action as necessary.
Provide forensic analysis and assessment (through theories, principles and practices related to advanced electrical applications) of power system faults and disturbance data from protective equipment and troubleshoot coordinated device protection scheme.
Provide technical expertise, direction and analysis to various internal and external stakeholders, engineering consultants, electricians, contractors and HOL customers to ensure timely, accurate and safe execution of projects.
Ensure project compliance with all internal and external safety standards and documentation, Utility Work Protection Code (UWPC), as well as compliance with legal aspects of Ontario Reg. 22/04, the HOL Construction Verification Program and Ministry of Labour (MOL) Notice of Projects.
Ensure current and ongoing knowledge of technical research, policies and procedures for new and emerging technologies, test equipment, engineering software applications and interface tools, and test methods for P&C, SCADA schemes and others as required.
Author and contribute to new and existing technical standards, specifications, standard work methods and maintenance schedules.
Perform energy consumption audits and power factor analysis for large commercial and industrial customers.
Develop and design information management systems for master drawing documents, maintenance and stations records control systems.
Ongoing maintenance and updating of SCADA, communications, and P&C.
Develop and provide internal and external training and oral presentations.
Review, analyze and maintain database and coordination reports.
Prepare, process, review and recommend P&C and SCADA technical detail to legal documentation associated with contracts or agreements for projects, i.e., connection agreements.
Collaborates with the Grid Technology group and as the accountable expert for the commissioning, configuration, documentation of the analog telemetry, telemetered status and remote control of HOL and Customer owned equipment by System Operations.
Effectively integrate and operate Primary and Secondary injection test equipment and the associated software operating platforms for acceptance testing and commissioning of critical systems.
Manage work plans and regularly perform on energized ‘live’ P&C schemes and high voltage switchgear and equipment.
Proficiency in power quality, system disturbances, magnetic, radio interference, equipment and power quality analysis.
Create and manage work plans and schedules for implementation of the Station Asset Maintenance program encompassing all stations equipment, switchgear, protective relaying and instrumentation.
Generate and Sign-Off the documentation necessary to record and log commissioning activities and test routines for equipment being placed into initial service or ongoing maintenance.
Investigate and analyze insurance claims related to power quality for Insurance and Risk Management.
Perform other related duties as required.
EDUCATION AND EXPERIENCE
Electrical Technologist diploma with hands on utility and/or industrial experience specifically related to maintenance, testing and troubleshooting Substation electrical equipment and/or Protection and Control
OACETT certification as an Electrical Technologist or able to attain certification within 2 years
Minimum 5 years’ experience with electrical distribution utility and/or industrial environments in roles related to electrical maintenance, asset management, and/or project management
An extensive combination of relevant education, training and experience may substitute for academic requirements
Thorough knowledge of advanced mathematics including calculus, analytical trigonometry (vector analysis) and logarithms in the study and application of electrical theory
Requires sound knowledge of the theories, principles and practices and operating characteristics of power and distribution equipment and systems
Thorough knowledge of specialized relay protections and P&C schemes are considered an asset
Thorough knowledge of power transformers, medium/high voltage circuit breakers, Instrument transformers, control circuitry, protective relay selection and implementation, logic design, DC battery systems, and electrical drawings are considered an asset
Thorough knowledge of Communications schemes, including SCADA interface to Remote Terminal Units (RTU), licensed and unlicensed UHF Radio networks, leased digital cell networks and multi-mode/ single-mode fiber optic networks and equipment are considered an asset
Thorough knowledge of various Protocol management, Modbus software, AutoCAD and/or Micro Station is considered an asset
ADDITIONAL REQUIREMENTS
English essential, both oral and written
Bilingual (English/French) considered an asset
Valid driver’s license - Class G
Government of Canada security clearance
Selected candidates will require an above average score on a standardized mathematical and reading comprehension assessment as an element of the selection process.
The terms and conditions of employment for this position are governed by the collective agreement between Hydro Ottawa Limited and IBEW Local 636.
