JOB OVERVIEW

Ontario Power Generation (OPG) is looking for a dynamic, strategic and results-driven professional to join our team in the role of Periodic Safety Review Manager, based in Pickering, Ontario.

Reporting to the Senior Manager, Engineering, the Periodic Safety Review Manager is accountable for executing and managing Periodic Safety Review (PSR) Projects and collaborating with internal and external stakeholders to support associated licensing activities.

KEY ACCOUNTABILITIES

  • Execute and manage the Periodic Safety Review (PSR) Projects, including Codes & Standards reviews, Safety Factors Reviews, Global Assessments, and Integrated Implementation Plans, in compliance with CNSC REGDOC-2.3.3.
  • Define project objectives, scope, estimates, schedules, work plans and all resource requirements (including staffing).
  • Integrate the efforts of all persons contributing to a project including the customer, planning, finance, engineering, estimating, drafting, installation, quality control, radiation protection, safety, security, materials management, cost and schedule control, commissioning and documentation.
  • Supervise professional and technical staff, as assigned. Assign tasks and provide instructions as required. Check work of assigned staff to ensure good quality, accuracy, and productivity.
  • Develop work methods. Make effective recommendations to Supervisor regarding staff issues in specified areas such as training, transfer, promotion, selection, and discipline.
  • Conduct performance appraisal interviews.
  • Administer collective agreements and jurisdictional precedents for the purpose of assigning work to appropriate trade and/or industrial bargaining group.
  • Provide advice and administer, diagnose and solve problems associated with Department facilities and specific project elements.
  • Coordinate and implement project technical work/solutions, and initiate the acquisition of appropriate approvals, as required in support of the operation and maintenance of the facilities.
  • Assess, evaluate, diagnose, identify, and recommend initial disposition of the problems as requiring (1) further review and investigation(s), (2) abandonment of the problem as being the best alternative. Obtain approval, discuss proposed solution, and attempt to resolve problems and arrive at a mutually agreeable plan of action; (such includes, Section Heads, Shift Supervisors, specialists, contractors, suppliers and designers in OPG or external to the Corporation). Prepare submission, including cost justification or financial evaluation as appropriate; recommend adoption of the proposal and the steps required to incorporate same.
  • Maintain and/or update operating, and other specified Department procedures.
  • Prepare new or revised procedures consistent with operating licenses, policies, principles, Department/Division standard practices, standing instructions, maximum safety of operation, minimal risk of damage or loss, optimum frequency of routines, efficient operation and the like.
  • Review proposals received from internal or external sources related to assigned area(s) of responsibility. Discuss proposal with originator as necessary to suggest changes or revisions as appropriate.
  • Prepare or assist in the preparation of specifications, for purchasing requisitions for services. As assigned, be required to approve designated specifications. Follow-up with procurement contact and provide necessary project technical services.
  • Participate in training programs to further own development and the development of staff (including junior) and others in terms of systems and equipment knowledge, including Department procedures related to same. Attend lectures, perform assignments, and write examinations. Prepare training material and provide lectures on specific topics, set, mark examinations and the like.
  • Contribute to the preparation of the Department's annual budget. Be required to provide cost estimates for new products and update costs of existing projects for input into Departmental budgets. Monitor actual project costs and investigate and explain variances. Assist in the preparation of financial justification for the release of project funds.
  • Lead the application of quality principles to the work of the Unit, through enhanced service and team approach.

EDUCATION

  • University degree or equivalent experience in engineering, construction or manufacturing, or a related field.
  • PMP is considered an asset.

QUALIFICATIONS

  • 5+ years’ experience in Nuclear, Project Management, and/or related fields.
  • 3+ years’ experience in a leadership role.
  • Experience in the operation of nuclear generating plants, including specialized equipment, processes, tooling, techniques, and methods used, and the application of the specialty to nuclear generating stations and associated facilities an asset.
  • Knowledge of relevant industry standards, codes, and regulations
  • Excellent analytical, problem-solving, and decision-making skills.
  • Exceptional written and oral communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
  • Ability to work under pressure and manage multiple priorities simultaneously.
  • Strong planning, managerial, and leadership skills.

The base salary range considers many factors including, but not limited to experience, education, and training, including any collective agreement requirements for union represented positions. It is not typical for the salary to be offered near the top of the range, and salary is dependent on numerous factors. For management roles, the base salary range does not represent the total compensation package. The total compensation package for regular full-time management roles includes pay-for-performance programs for annual and medium time periods.
