This opening for Design & Construction Senior Project Engineer positions presents an opportunity to work with the Major Projects Delivery Office (MPDO), which leads the design, procurement, and construction of large, complex, high-profile projects under various delivery models, including P3 (Public-Private Partnership), Progressive-Design Build, and CMGC (Construction Manager/General Contractor). The work involves, design, construction, service provider procurements, quality management, and project commissioning. MPDO collaborates closely with stakeholders, including Infrastructure Ontario, municipalities, other ministries, and various service providers to deliver projects. Current projects include the QEW Credit River Improvement Project, the Garden City Skyway Bridge Twinning, the Highway 3 Expansion from Essex to Leamington, the Bradford Bypass, and the Highway 401 Tunnel Feasibility & Congestion Relief Study.

About the job

In this role, you will:
•Provide overall project direction and consultant oversight for multiple, concurrent and complex construction projects from preconstruction to post construction phases.
•Assess and ensure engineering drawings, reports and contract documentation are complete, and comply with the requirements of the project.
•Monitor, verify and recommend payment of contractor, consultant expenditures; forecast expenditures and costs.
• Assess field inspection information in order to initiate design and construction projects of high complexity
• Maintain stakeholder consultation, and interact with multi-tier levels of government, municipalities, federal government and related agencies on environmental requirements, regulatory approvals from external agencies, impacts to traffic/communities, and multi-lane freeway traffic staging
• Oversee and coordinate the tendering and delivery of engineering design and construction services
• Provide engineering advice, expertise and direction to colleagues, consultants and contactors
• Present proposals/designs to senior management, local municipalities and regulatory agencies to obtain necessary approvals and endorsements
• Make engineering/technical recommendations and decisions regarding contract/construction issues that affect safety, the environment, public funds, infrastructure, service life, standards, or that have political sensitivities
•Represent the ministry in public forums where aspects of the project may be controversial

What you bring to the team

Mandatory requirements

• You are a Professional Engineer, licenced with Professional Engineers Ontario (PEO).
• The position requires the successful candidate to have a valid class G driver's licence or equivalent. The offer of employment is conditional upon the successful candidate providing proof that s/he has a valid driver's licence upon being hired.

Knowledge of Civil Engineering:

• You have knowledge of theories, principles and practices of civil engineering related to highway engineering, planning, design and construction in order to apply civil engineering expertise to complex projects.
• You have knowledge of foundation design, pavement design, structural design, drainage, surveys, electrical, traffic and construction practices to oversee engineering consultants and contractors, and to provide advice to internal design and construction project engineers.

Knowledge of Contract Management and Consultant Acquisition:

• You have knowledge of construction contract documents, specifications and interpretations, contract law, corporate procurement directives, delegation authorities, and the impact of construction activities on environmental requirements.
• You have knowledge of consultant acquisition, evaluation and contract management, and relevant policies, procedures and standards to ensure project oversight and adherence to established requirements.

Project Management Skills:

• You have project management skills to plan and coordinate complex projects of long duration and significant impact to traffic and communities.

Communication, Negotiation and Interpersonal Skills:

• You can prepare reports, briefing notes and presentations, and to liaise wit consultants/contractor, partners and the public
• You are able to establish relationships and resolve concerns with colleagues, consultants, contractors and multiple levels of government
• You can make presentations and represent the ministry as an expert witness on engineering related matters
• You are able to consult with multiple stakeholders, resolve conflicts and negotiate agreements

Analytical and Problem-Solving Skills:

• You have analytical skills to resolve problems related to design and constructability of highway infrastructure
• You are able to develop alternative solutions to complex issues
• You can analyze and develop solutions/migration to complex issues relating to design, construction, operations and contract management
• You can assess compliance and successful completion of complex construction contracts in accordance with legislation, regulations, procedures, guidelines and accepted construction standards.
