The Contract Management Office is actively seeking an experienced Engineer who has a creative, and strategic mindset to lead and manage staff responsible for providing ongoing support to the ministry's contract management for Construction Contract Administration.

Contract Management Office
The Contract Management Office is responsible for: administration of the contractual agreements with service providers for the design and construction of the provincial highway network, pre-qualifying contractors for bidding on construction and maintenance projects, finalizing and distributing the contract documents to potential bidders, preparing estimates for the work, receives the bids and awards the work, developing contract administration guidelines and automated tools for the effective management of planning, design and contract administration consultant assignments, as well as for the oversight of construction contracts.

Deliver on Business Goals and Priorities

Your leadership will be crucial in guiding the team towards the achievement of their business goals. You will contribute to the achievement of team goals by:

• Providing leadership and direction for section staff and projects, including setting objectives and priorities and preparing operational and work plans.
• Providing guidance, direction and advice related to the effective delivery, oversight and administration of highway construction and engineering, contact administration
• Managing the development and implementation of policies and processes that will improve the effectiveness and efficiency of construction and engineering contract administration.
• Liaising with and building and maintaining collaborative partnerships external stakeholders
• Participating with ministry executives in formulating policies, strategic plans and program direction to further government/ministry corporate strategies and goals.

How do I qualify?

Mandatory:

• You are a current member of the Professional Engineers of Ontario (PEO).

Leadership and Project Management Skills:

• You have experience fostering an environment of high performance, learning, growth and continuous improvement.
• You have experience motivating and inspiring staff to achieve results in a rapidly changing environment.
• You can develop, build and lead organizational capacity through values based leadership in areas of organizational design, recruitment, talent and performance management and labour relations matters.
• You have an understanding of strategic corporate directions, multi-year business and results based planning processes.
• You have experience managing a technical team delivering results.
• You have project management skills to oversee and prioritize work performed by the section.

Technical Knowledge:

• You have knowledge of the theories, principles and practices of highway engineering with specific knowledge and experience in highway design, maintenance operations, construction and contract administration.
• You have knowledge of service delivery models, roles, risk management, responsibilities and accountabilities, policies and practices for procurement, financial planning and management, contract language and legal principles.
• You have knowledge of highway construction, engineering and contract administration processes and procedures.
• You have the ability to understand policies, strategic direction and business planning processes and to assess implications on the implementations.

Communication and Interpersonal Skills

• You can liaise and participate on working groups and directly support the Qualification Committee
• You have experience providing expert information and interpretation of engineering, construction, maintenance, operations and contract administration contracts, policies and standards to key stakeholders
• You can effectively communicate program direction and information through briefings, presentations, and discussions with a large number of ministry staff, management and stakeholders
• You have expertise in liaising with and building and maintaining collaborative partnerships with internal and external stakeholders, business partners and clients across a large, dynamic, and complex organization.

Analytical and Problem Solving Skills

• You can anticipate, identify and investigate complex problems and develop and implement practical, cost-effective solutions on a province-wide and industry-wide basis
• You have demonstrated decision-making skills and can find creative solutions to problems.
• You have experience determining research needs and outcomes where data, information, specifications or policies do not exist
