As part of the ONxpress consortium, Alstom is proudly working to transform the collective mobility of the Greater Toronto and Hamilton areas (GTHA) through the On-Corridor Works project, and we are hiring for hundreds of roles. The GO Expansion scope: new electric locomotives, fleet upgrades, train control systems, network electrification, signalling, telecommunications and digitial systems, maintenance, and much more.

Objective

The Bid Manager will assemble and manage a bid team that has the skills to prepare and submit a winning bid, whilst taking ownership of the end-to-end bid process. The Bid Manager is responsible for managing an opportunity from the receipt of the Request for proposal (RFP) into the Tender Transfer to the execution team. In this position you will be responsible for driving the Proposal development strategy and ensuring all resources are aligned to the client's requirements looking for the best balance between execution excellence and competitiveness. After bid submission, the Bid Manager remains involved through the contract negotiation and signature.

Responsibilities include the introduction and implementation of all necessary bid procedures, governance, and processes. This is a highly networked role that requires an ability to work under pressure and to challenging deadlines. It requires strong people management, Project management and commercial skills.

Responsibilities

  • Manage bids preparation in line with Signaling and Solutions strategy with the support of the tender core team
  • Analyze the Request for Proposal and define the bid operational strategy taking into account the commercial strategy.
  • Propose Project Contractual Organization, partnership/consortium strategies and external system purchases
  • Commit on a QCDP ( Quality, Cost, Delivery and Performance after having reviewed the complete bid with the bid core team.
  • Coordinate with Legal, Finance, Tax, Insurance to delivered optimized Price, Cash Curve and Price List
  • Identify, analyze and register the risks and saving opportunities
  • Ensure that the Signaling Bid Processes are followed
  • Ensure the Bid is validated by leadership
  • Evaluate and control tender budget
  • Pro-actively follow the Customer negotiations and evolution of the offer and communicate on the changes, re-launch the approval process after having analyzed the QCD impact of the changes
  • Issue the TTM (Tender Transfer meeting) reflecting the contract as concluded and contribute to build on return of experience.

Education & Experience

  • Degree in Engineering or in a business-related field
  • 5 or more years in project management, finance, bids & tenders
  • 5+ years of experience with multi-million dollar consolidations
  • Experience with cost consolidation and scheduling tools
  • Project management and project controlling knowledge
  • Proficiency in Excel
