The GO Expansion scope: new electric locomotives, fleet upgrades, train control systems, network electrification, signalling, telecommunications and digital systems, and much more.

Objective

  • Prepare, lead and manage cost planning, control, pricing aspects of a tender and project. Leading on setting up cost control processes and procedures to support tendering and cost control activities. Support the project and bid team on all financial aspects.
  • Undertake benchmarking exercise for internal evaluation plus to demonstrate value for money to the client
  • Support project management and bid team by developing, controlling, planning and forecasting budgets and manage, consolidate and control cost on system and sub-system level.
  • To support the Project Team on costing management and control throughout the project life cycle.
  • To support setting up, developing and maintaining Earned Value (EV) Systems aligned with cost control and management systems such as Work Pack Management (WPM).
  • Lead cost estimation activities on project and programme level.
  • Lead on identifying cost savings and revenue enhancing initiatives.

Responsibilities

  • Prepare costing during pre-tendering and tendering phases, based on product cost database and return of experience from project execution
  • Undertake benchmarking exercises based on REX from comparable projects
  • Lead on pricing up variation orders
  • Support the Bid manager in the preparation of price submissions for various projects and work packages
  • Define the cost structure for the bid according to RFP (terms and conditions, etc), sales requirements, etc
  • Define target costs for activities and/or sub systems and work packages in coordination with sub-system managers, identify and propose gaps versus Reference Solution
  • Lead cost estimation activities and challenging sessions based on target cost approach with all participating units and métiers
  • Support Cost Management, Planning and Control activities on the project/programme
  • Lead cost improvement actions to reach tender cost /target price using all competitiveness levers, and challenge the contributors where appropriate
  • Work with Finance Department to optimize Financial costs (bonds, financing, hedging, insurance, taxes, etc), and to improve overall competitiveness of the bid
  • Consolidate tender costs commitment and selling price as per financial rules and in the consolidation tool (Mercury/2.1/ or Ody.C)
  • Control the level of robustness of the costing (consistency between scope of work, costing received and planning), and use the Costing robustness assessment grid
  • Support proactively the project teams and tender team/discipline leads during the tender validation process
  • Prepare the Costing package for TRM (Tender Review Meeting) (cost analysis/bridges, standard report, cash curve, etc), and support the tender leader on the preparation of the pricing sheet for the customer
  • Lead cost estimation activities, in coordination with sub-system manager, for changes discussed with the customer during negotiation phase and update the cost commitments
  • Transfer tender costing data (with related assumptions) to Project (TTM / Tender Transfer Meeting) + variance analysis (from TRM/ Tender Review Meeting -->TTM/ Tender Transfer Meeting)
  • Support on demand the Project team on costing for variation orders
  • Prepare, produce, lead and manage the cost estimations for VO (Variation Order) and NAVO (Non-Agreed Variation Order) within the Project team, with the support of the Finance Project Manager for financial offer
  • For all the transversal activities at programme/system level:
  • Collect and monitor cost reduction initiatives with the support of the related Métier: ideas collection, preliminary studies, action plan follow-up, risk & savings register update
  • Coordinate costing analysis during design phase with the support of the related stakeholders, for the activities impacting several Métiers (ex: budget versus savings analysis)
  • Build comparisons on different solutions and support Make or Buy evaluations (in coordination with the Finance Project Manager and Project Operation Manager/or Project Industrial Manager)
  • Support the Finance Project Manager in the monitoring of forecasted EAC (Estimated At Completion) at project/programme level:
  • Ensure that committed and secured savings, including the related action plan, are registered in the FPR (Finance Project Review)
  • Support and Lead on Work Pack Management activities, support EVM (Earned Value Management) efforts
  • Highlight deviations from budget
  • Secure the implementation of the savings action plan

Performance Measurements

  • Provide all costing and pricing deliverables on time
  • Accuracy and robustness of costing
  • At Tender/Bid stage: reliability of cost commitment between TTM and CPR0, out of change of scope/planning/global environment
  • At Project/programme execution stage: securization of committed savings & early warning on PPI evolution

Requirements

  • Engineering degree and/or Business School
  • 5 years of experience in Industry
  • Experience in Railway industry desirable
  • Knowledgeable of Costing, in similar industry

Skills & Competencies

  • Ability to recognize product and associated costs, and understand operational flows (engineering, manufacturing, industrial, etc)
  • Ability to analyze and challenge contributor's commitments
  • Ability to define cost impact of terms & conditions
  • Sufficient awareness of financial rules and contractual aspects (bonds & guarantees, …)
  • Experience in Value analysis, Product cost and Cost models
  • Rigor and good analytical skills
  • Fluent in English
  • Results and data driven
  • Collaborative and team player in a diverse environment
  • Proactive and keen to implement processes and continuously improve
  • Curiosity for the product and its environment
  • Ability to work in network and integrate with bid and project team whilst maintaining independence
