We have an exciting opportunity in the Procurement & Category Management Department! The Toronto Transit Commission (TTC) is currently hiring for a Director of Procurement.

What You Will Do

You will be responsible for the procurement of infrastructure, goods and services per the assigned section (capital and/or operating budgets). The incumbent is also responsible for all aspects of the section in the Procurement & Category Management Department, including long-term strategic planning and overseeing the day-to-day operation of its Category Management, Strategic Sourcing, tendering, purchasing, contract administration, sales and negotiating functions.

In addition, you will establish and implement a Category Management strategy and operational plans, in collaboration with other TTC leaders as appropriate while ensuring proper implementation of procurement categories and skillset development of section staff related to the categories of products and services required.

As the incumbent of this role, your responsibility will include building and maintaining relationships with external stakeholders including other transit agencies, provincial and municipal procurement partners to leverage procurement opportunities for shared services in addition to acting as a procurement ambassador internally and externally to advance and defend the TTC's interests. This will include delivering procurement related presentations to the TTC Board, various committees (e.g. audit), and TTC Senior Management etc. as required. You will also function as the main contact and arbitrator representing the TTC's interests concerning disputes with major suppliers when required.


Additionally, you will be overseeing and directing supervisory staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encouraging innovation in others. You will provide advice, guidance, and direction to staff regarding difficult/complex negotiations, changes, or claims, specific commercial, legal, or technical issues. The aforementioned will also include establishing strategic direction for the section to meet the needs of the TTC; this involves developing goals and objectives, communicating same to staff in the section, and ensuring the goals and objectives are achieved. This includes expanding and managing the purchasing card program; ensuring proper program education to end users and program controls.

Your role will require you to establish appropriate Operating/Capital Budget requirements and prepare presentation materials which will aide in the development and maintenance of emergency buy procedures that ensures revenue service is not hindered due to procurement issues.

You will be responsible for handling complex or sensitive purchases, determining proper procurement solutions to complex and difficult purchases and sales while ensuring approvals of all purchase orders over $400K.

As Director of Procurement, you will drive the collaboration between procurement specialists, inventory planners as required, as well as procurement staff and client groups introducing negotiable templates for procurement contracting, and documenting savings.

As a subject matter expert in this role, you will ensure emergency parts supply to front line operations are provided and expedited to meet revenue and non-revenue vehicle service requirements.

The incumbent will also be required to participate in the TTC's Customer Service Ambassador Program.

What Qualifications Do You Bring?

  • University Degree or College Diploma in Supply Chain Management, Business Administration, Commerce or a related discipline, or a combination of education, training, and experience deemed to be equivalent, combined with progressively responsible experience in leadership, preferably in the public sector.
  • Certified Supply Chain Management Professional (CSCMP) designation as issued by Supply Chain Canada, or is designated as a Certified Public Procurement Officer (CPPO) by the Universal Public Procurement Certification Council (UPPCC), or recognized equivalent accreditation would be considered an asset
  • Robust experience overseeing the management of the procurement processes and contract administration functions within the Government - municipal, provincial, federal legislative requirements, corporate stakeholders, specific contract information, budget information
  • Extensive experience and sound knowledge of procurement principles and project delivery methods, Category Management, Strategic Sourcing, and public procurement sector principles
  • Must be conversant in supply chain management principles used in dealing with complex and specialized products and service acquisitions , as well as working knowledge of relevant government legislation and regulations
  • Experience implementing Negotiable Templates and building a Category Management and Strategy Sourcing team
  • Demonstrate ability in developing and implementing successful pro-active procurement strategies and processes and delivering ambitious and innovative cost reduction strategies to meet business objectives
  • Experience with performance management, and contract administration methods and practices
  • Experience as a transformational leader and proven ability in coaching, motivating diverse, multi-discipline teams with the ability to effectively plan work, advise on priorities and deadlines, operating as a fully accountable leader
  • Knowledge of change management principles, with the ability to lead change management activities and meet transformational objectives and outcomes
  • Experience preparing comprehensive reports and presentations, analyzing, interpreting and summarizing information to present and support strategic, service and financial decision making.
  • Sound management skills, business acumen, and the ability to effectively plan, direct and oversee the operation of the section
  • Sound judgement with the ability to handle matters of a confidential, proprietary, or sensitive nature as they relate to the TTC Board and senior staff
  • Demonstrated experience in preparing budgets and process development or process re-engineering
  • Experience developing high quality business strategies and plans ensuring their alignment with short-term and long-term objectives
  • Ability to think critically and understand complex issues, program interrelationships, and potential results and outcomes of policy actions
  • Sound business judgement, highly developed organizational, administrative and interpersonal skills
  • Demonstrated ability to effectively communicate, both verbally and in writing, to a wide variety of audiences
  • Ability to implement talent development strategies and new programs
  • Ability to motivate staff to ensure the section's activities are performed to acceptable standards
  • Extensive customer service-related experience combined with a demonstrated ability to establish and maintain strong relationships
  • Valid Ontario "G" Class Driver's License and the use of a personal vehicle to visit vendor/TTC site locations
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
