 Key Accountabilities

To provide impartial and unbiased assessment of the value for money status of a project during its development phase. The role is to validate the target price and development phase proposal of a project to ensure that the project represents a strong value proposition for the owner. The IVA team act independently of both the project owner and the supply chain and are responsible for establishing and maintaining a collaborative and productive contractual relationship between the participants

  • Provide support, challenge, and opinion to the Project Team on the key value drivers in the Development Phase Proposal, such as works packaging and contracting strategies, design and engineering options, design constructability, construction means and methods, sub-contracting and procurement, schedule and sequencing, risk management, and Target Price development.
  • Ensure that the Development Phase Proposal is robust, meets the agreed Value for Money Statement, and represents a strong value proposition for the Project Owner.
  • Maintain consistent independence and impartiality in the relationship with and between the Participants.
  • Assist the Participants to understand the principles of target cost contracting, the process of negotiating the Target Price, and the process of establishing agreed Value criteria.
  • Provide specialist advice and guidance pertaining to the establishment and maintenance of a collaborative and productive contractual relationship between the Participants when jointly producing the Development Phase Proposal.
  • Lead the Project IVA setup and lead key activities under the process with support from other company experts and Project resources.
  • Provide training and/or assessment of the other Project resources to assure that they possess the required capabilities to undertake the IVA activities.
  • Undertake the discrete IVA activities in line with the agreed Project IVA process and assure that the IVA process is being properly undertaken and that outputs meet the standards required to deliver the IVA strategy.

Role requirements

Education:                   Bachelor Degree in Engineering, Quantity Surveying, Economics, or other relevant field.

Experience:                 A minimum of 10 years of relevant experience in a similar role, preferably in the rail infrastructure sector.

Competencies:  

 

  • Strong knowledge of value for money principles and progressive contracting
  • Strong negotiation ability and experience
  • Strong experience of transit delivery and construction in complex environments
  • Ability to lead multi-disciplinary teams.
  • Strong knowledge of risk management principles and application
  • Excellent communication and interpersonal skills to effectively liaise with all stakeholders and build strong relationships.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Demonstrated ability to lead and manage complex projects and provide valuable insights and recommendations to project teams.
  • Strong attention to detail and problem-solving skills.
  • Willingness to travel as required.

Wage: $200,000 - $250,000 CAD annually, commensurate with experience. Potential for performance based financial incentives.
