Looking for a new and exciting job opportunity? We are looking for a Manager Investigative Services to join our team!


Reporting to the Director Investigative Services, you will lead and oversee a team of investigators and/or Video Evidence Specialists in the Investigative Services Unit (ISU) and/or the Video Services Unit (VSU). ISU is responsible for conducting procedurally fair investigations with respect to allegations of workplace misconduct in relation to policies, procedures, standards and related legislation. VSU is responsible for the collection, cataloguing, storing, redaction and dissemination of video from the TTC's vast array of CCTV systems in accordance with TTC policy and procedures. As Manager Investigative Services, you will also be responsible for providing recommendations arising out of the work of ISU and VSU on the strategies, policies and actions to senior management and/or the TTC Board with the goal of enhancing the overall effectiveness and/or addressing specific matters.

What You Will Do


PLEASE NOTE: Although this position will be responsible for management of both the Investigative Services Unit and the Video Services Unit, the current duties for this position/recruitment will be specific to the Video Services Unit.

  • You will implement framework, protocols, policies and procedures for the Investigative Services Unit (ISU) and the Video Services Unit (VSU), providing recommendations around changes to the protocols and procedures to ensure: an impartial and unbiased approach to investigations of complaints, the securing of video evidence and/or efficiencies surrounding the work of the section; To this end, you will lead a team of professionals, managing: all aspects of investigations, including complaint intake, review, coordination, analysis, and drafting of the ISU's investigative reports; all aspects of video services, including collection, cataloging, storage, redaction and dissemination;
  • Prepare and is responsible for annual public reporting and other periodic reporting on the work of the ISU and VSU to Senior Management, TTC Executives and the TTC Board;
  • You will review and provide recommendations on ISU and VSU policies to ensure they promote equitable, inclusive, respectful and harassment, discrimination and violence free service delivery;
  • Prepare and/or oversee the creation of reports related to ISU and VSU statistics, trends analysis and results of investigations involving TTC employees, and/or CCTV related results to TTC Executives and the TTC Board;
  • You will be required to develop and deliver education and/or training on the procedures used by ISU and VSU;
  • You will be required to participate in the TTC's Customer Service Ambassador Program.


VSU Specific

  • As Manager, Investigative Services you will oversee all aspects of VSU responsibilities, ensuring compliance with departmental training and expectations;
  • Oversee the various programs and processes associated with VSU, including a ticketing/request system, records management systems, video storage devices and processes, redaction of video and dissemination solutions;
  • You will be required to deal with video requests of a sensitive nature which may involve employee misconduct, graphic video, private customer information, etc.
  • Ensure all VSU equipment is in good working order for employees and all users are properly trained with respect to proper operation and expected use;
  • Develop expansion plans related to the growth of the department including identifying and realizing operational efficiencies, including the prediction and continuous evaluation of resource requirements

What Qualifications Do You Bring?

  • Your educational background including completion of a post-secondary degree in a related discipline, combined with extensive experience performing duties related to the key objectives of the position, OR a combination of education, training and experience deemed to be equivalent is integral and will contribute to the success in this role.
  • Your application will demonstrate extensive experience in management, workplace investigations and/or video evidence collection; performance measurement; and strategic/service planning support and evaluation, in a large public or private sector organization.
  • Your experience implementing and leveraging major technology platforms and tools to enable business and process transformation is required.
  • Your application will demonstrate a proven track record of developing high-performing teams, including coaching, mentoring and providing business, policy and technical guidance to staff.
  • Extensive experience in preparing comprehensive reports and analyzing, interpreting and summarizing information for the purpose of supporting decision making regarding service issues related to Investigative Services.
  • Your application will demonstrate your experience writing reports and delivering presentations with complex technical information to direct reports and senior leadership teams.
  • Your working knowledge and experience with business intelligence and ticketing platforms (e.g. Micro Strategy, Service Now) is required.
  • Expert knowledge in Microsoft Word, PowerPoint and Excel and other computerized applications related to responsibilities (e.g. X-Fire).
