A great Management opportunity within the Property, Planning and Development Department.

What you will do

Reporting to the Director, Property, you will manage a team of Property and Agreements Coordinators to manage complex property acquisitions and transactions, agreements involving property and/or property rights and disposal of surplus properties. This is done by overseeing the reviews of Capital and Major project design submissions and ensuring effective liaison with project teams in the early identification of potential property requirements to facilitate the construction of all Capital and Major projects.

You will also be overseeing and leading as appropriate, negotiations affecting property owners with respect to property acquisition requirements for Capital and Major Projects. Ensuring that effective coordination and support is provided to support City of Toronto Corporate Real Estate Management, York Region Real Estate and Legal Departments to facilitate the acquisition of properties and easements for the successful implementation of various Capital and Major projects. Including providing information to support, and testifying as required, at Expropriation Hearings of Necessity and Mediations respecting claims and managing the process of project sign offs on requisitions forms for property- acquisition/disposal approval.

You will be supporting the Director with strategic initiatives, projects and implementations, review and evaluation of programs and processes to maximize the efficiency of the property acquisition process and to identify opportunities for improvement. This includes updating and/or preparing department policies, procedures and databases as they relate to property acquisitions, TTC assets and disposal of surplus properties, third party developments in proximity to TTC facilities and the protection and/or enhancement of TTC facilities.

As well, you will be developing and overseeing the maintenance of the TTC property database, including implementing continuous improvements for the Property Acquisition team and assisting with departmental initiatives. (e.g. developing a centralized GIS); leading other strategic initiatives as assigned by the Director and attending City of Toronto working committees) on behalf of the Director, as assigned.

What Qualifications Do You Bring?

  • A University Degree, or College Diploma in a related discipline (e.g. urban studies/planning, urban geography, property appraisals, real estate, architecture, engineering or public administration involving a focus on real estate/property matters), with extensive experience in real estate/property acquisition preferably in a public infrastructure environment, or a combination of education, training and experience deemed to be equivalent.
  • Comprehensive knowledge of regulation/legislation, practices, and principles in property acquisitions and disposals, property appraisals, expropriations.
  • Strong understanding of real estate and associated practices, including negotiating techniques and marketing principles.
  • Demonstrated knowledge of legal and real estate terminology applicable to property and development agreements, leases, licenses, operation and maintenance agreements, agreements of purchase and sale, contracts, easement agreements and agreements under the Expropriations Act.
  • Ability to read complex property and engineering drawings.
  • Sound knowledge of research methods and techniques; ability to view and analyze the "big picture", condense to key issues, and propose solutions and recommendations.
  • Ability to prepare reports and agreements on complex property, operational, legal and financial issues;
  • Knowledge and experience with GIS is considered an asset.
  • Demonstrated leadership ability to manage employees, including goal setting, training & development, and performance management.
  • Sound judgement; excellent organizational, project management, and time management skills; well-developed analytical, problem-solving skills; strong interpersonal, facilitation, negotiation, and oral and written communication skills.
  • Ability to resolve complex problems effectively involving a variety of stakeholders and interests.
  • Ability to manage multiple projects simultaneously and ensure project schedules, milestones and deadlines are met on a timely and effective basis.
  • Proficient in the use of computer software applications relevant to the work (e.g. Microsoft Office, financial spreadsheets).
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
  • Possessing the Registered Professional Planner (RPP) and/or Project Management Professional (PMP) designations is an asset.
