Salary: $93,561 - $116,942 (To commensurate with experience and consistent with UHN compensation policy)

Position Summary

As a member of the Strategic Sourcing Team within the UHN Procurement and Supply Chain Department, the Strategic Sourcing Specialist reports to a Senior Manager of Sourcing and supports the category teams in all sourcing events. This position is responsible for managing and coordinating sourcing activities for assigned categories of goods and services in compliance with regulations and aligned to the goals and objectives of UHN and its stakeholders.

Ideal candidates are able to demonstrate an ethical, professional, and accountable manner as a liaison between Customers, Suppliers and Stakeholders. The Strategic Sourcing Specialist will also ensure compliance with legislative and quality standards by leading and coordinating strategic sourcing, contracting and procurement activities in line with UHN Corporate Policies, the Ontario Broader Public Sector Procurement Directives (BPSPD), the Canadian Free Trade Agreement (CFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), public tendering legislation and other policies and procedures.

Duties

  • Lead and administer procurement processes including RFX's and non-competitive processes from start through completion for goods, services and capital equipment based on customer requirements and specifications.
  • Act as the sourcing lead in the development of complex initiatives with multiple stakeholders and user groups across the organization and organizes workload and resources to meet deadlines and contracting requirements.
  • Oversees the analysis of Bids or Proposals, and facilitates the evaluation process for stakeholders while providing expertise in all steps of the procurement process. This may include coordination and facilitation of trials, evaluations, demonstrations, site visits etc., as is required.
  • Negotiate, execute and manage contracts in conjunction with stakeholders.
  • Performs market analysis of available procurement strategies and advises customers of market place information.
  • Identifies opportunities for further alignment of regional efforts, including collaboration with Shared Services Organizations (SSOs) and Group Purchasing Organizations (GPO's)
  • Supports continuous improvement of processes and outcomes.
  • Maintains effective communications with both internal and external stakeholders including vendors on a variety of contractual and service issues.
  • Manages contract expirations in a timely manner
  • Conduct risk assessment as needed and provide management with input on excepted risks and mitigations.
  • Participates in customer committees (internal and external).
  • Oversee and monitor established business and performance quality indicators in assigned work (timely contract renewals, response time, and vendor performance).
  • Participate in hospital product evaluation and standardization, as required.
  • Performs cross-functional duties and other duties consistent with the job classification, as required

Qualifications

  • Undergraduate Degree in a relevant field e.g. business, supply chain, commerce or economics or equivalent combination of education and experience.
  • Minimum five (5) to seven (7) years' experience in a public procurement role, including demonstrated contract management and contract negotiation experience
  • Recent Strategic Sourcing and/or Public Purchasing experience in a healthcare environment is an asset.
  • Certified Supply Chain Management Professional (SCMP) Designation or Project Management Professional (PMP) Certification, Public Procurement Designation is an asset
  • Must demonstrate a commitment to providing a high level of customer service.
  • Experience in administering terms and conditions of purchase orders and formal contracts is required.
  • Demonstrates a commitment to providing a high level of customer service, with an acute understanding of the customer and their needs; utilizes sound judgment and decision making
  • Complex environment with a commitment to providing high levels of customer service, satisfaction and improvement to the functional area itself.
  • Requires knowledge and experience in materials provisioning, negotiation and an understanding of business and legal issues.
  • Excellent communication skills combined with strong analytical abilities and mathematical aptitude required
  • Familiarity managing Supply Chain/Procurement projects (procure-to-pay, supplier and contract management) is an asset.
  • Ability to prioritize workload, manage unexpected occurrences and at the same time manage deadlines.
  • Demonstrated project management skills; ability to organize, control and coordinate a variety of activities in a fast-paced, ever-changing environment
  • Sound working knowledge of Broader Public Sector Procurement Directives and CCDC guidelines.
  • Ability to effectively operate computer, software, and peripheral equipment (i.e., Windows operating system, MSOffice including Outlook, Project, Excel, Visio, Access).
  • Knowledge of supply chain and business computer applications, including SharePoint, SAP S4Hana, Ariba, online evaluation tools and online public tendering systems is an asset.
