Reporting to the manager - Utilities, the Utilities Coordinator is responsible for providing technical review as well as guidance and direction to the design, operations, and construction staff for the coordination of private and public utility relocations/installations to facilitate the construction of projects
The Utilities Coordinator liaises with Utility Asset Owners to identify their requirement, monitor the status of any utility work delivered by Asset Owners, assist capital and operations project staff in acquiring the necessary approvals to install, protect, support and/or relocate conflicting utilities, and assist in the development/negotiation of cost sharing arrangements/agreements
Provides technical review and assistance in the coordination of temporary/permanent utility relocations/installations for capital project and expansion contracts. The utilities include, but are not limited to, natural gas, electricity (generation, transmission, distribution), water (transmission and distribution), sanitary sewer, storm sewer, National Energy Board (NEB) regulated pipelines (district heating and cooling), cable television and communications
Participating in negotiations with Utility Asset Owners for relocating/installing utilities affected/required by capital, operations and expansion projects construction
Assisting in the development of the necessary agreements and/or cost sharing arrangements with Utility Asset Owners for the agreed upon utility relocation/implementation work
Participating in the development of contractual strategies to facilitate utility relocations and/or the integration of utility work into the capital, operations and expansion project construction contracts
Assisting in the technical review of capital operations and expansion project designs with respect to utility related issues to ensure compliance with Utility Asset Owners and/or Utility Authority design criteria and applicable specifications and standards
Assisting in the analytical review and evaluation of the costs/risks and decision to relocate or support/project utilities
Advising capital, operations and expansion project staff of what issues require resolution within the construction contracts to ensure full coordination and compliance with standing agreements and/or standards with Utility Asset Owners
Assisting in the procurement and approvals of Offer to Connect (OTC) Agreements for Power Upgrades required from Power authorities
Assisting in the further development of the clients duties, obligations, responsibilities as required under Ontario One Call (ON1Call)
Participating in the development of contractual strategies to facilitate utility relocations and/or the integration of utility work into capital, operations and expansion project construction contracts
Providing support to construction staff including review of submittals, Request for Information (RFI), contract changes, with regards to utility issues
Assisting in the development of new processes and protocols with respect to the coordination of utility works associated with capital, operations and expansion projects
Participation in the City of Toronto Capital Works Coordination Committee
Monitor all construction work for compliance with the contract requirements and advise the manager of any site issues such as quality, safety, and environmental
Review any non-conformance issues with the contract requirements and construction documents and help draft associated documentation
Conduct daily site inspections to take photos and record construction activities
Prepare and submit daily reports to leadership
Develop complete records and logs of materials, equipment, deliveries, construction progress, and labor used, especially with claims or disputes (potential or actual)
Notify the Health and Safety Manager of any noted unsafe practices
Develop weekly and monthly KPI reports
Communicate with internal and external stakeholders to support project construction activities
Administer construction documents and correspondence
Develop project documents through various phases in support of the manager and team
Create constructability reviews and reports

Qualifications
Experience:
Minimum of 5 years of experience in Construction Management in the area of specialty or a relevant role
Experience/exposure in working for any of the telecommunication companies e.g. Bell, Telus, Rogers
Experience/exposure in working with Project Co. e.g. Crosslinx, etc.
Experience/exposure in working with City of Toronto infrastructure projects e.g. water mains, sewers
Experience/exposure in working with Ontario Energy Board regulated utilities. e.g. Hydro and gas
Education:
Bachelor's degree or diploma in an Engineering or Construction Management field
Licenses OR Certifications:
Holding a recognized certification in area of specialty
Skills and Competencies:
Effective skills in Microsoft Office
Proficient in relevant construction-related software
In-depth understanding of prevailing construction means and methods in relevant area
Ability to arrange priorities and escalate competing risks to meet deadlines
Keen eye for detail and adept problem-solving abilities
Must have demonstrated experience relaying and receiving information (written and verbal)
Equipped to work independently and as part of a team
