DUTIES:

Reporting to the Fleet Manager, this position will be responsible for the following duties: researching current industry trends related to technology and sustainability initiatives and to participate in corporate climate change initiatives, overseeing and managing the safety and compliance of fleet operations; driver and technician training; supervision of staff.

Technology and Corporate Climate Change Initiatives:
Research fleet industry trends related to technology and sustainability initiatives; identify and evaluate new technologies, including supporting infrastructure where operationally feasible, which may provide fuel savings and reduction in greenhouse gas emissions; update and monitor the City's Green Fleet Plan to guide future fleet replacements; assess the current repair facilities to ensure they can meet the changing requirements of the fleet; work collaboratively with Asset Management to monitor corporate greenhouse gas emission targets and investigate grant opportunities to help fund various sustainability initiatives.

Safety and Compliance:
Ensure safety and legislative compliance with the Ministry of Transportation's Commercial Vehicle Operator Registration (CVOR) and Carrier Safety Rating program; monitor City's CVOR abstract and carrier safety rating; conduct compliance audits and follow up with departments; monitor and implement action items of the City's Action Plan to address the City's CVOR to mitigate risks around drivers of city vehicles; participate in the Corporate Collision Review Committee to review all collisions including follow up to operators and senior management; work collaboratively with Corporate Health & Safety, Risk Management and city departments to review training programs to prevent collisions and follow up post collision; maintain working knowledge of related technology, legislated training requirements and training plans for all vehicles and equipment managed through the Fleet Division.

Driver and Technician Training:
Research, coordinate, develop and conduct training programs for drivers of city vehicles and mechanical staff; develop training procedures and recommends changes to ensure alignment with corporate policies and procedures; work collaboratively with departments to ensure operators are trained on vehicles and equipment for their assigned duties ensuring compliance with legislative requirements; obtain/maintain signing authority under the MTO Driver Certification Program for license upgrades and renewals; acts as designated signing authority under the MTO Driver Certification Program for license upgrades and renewals; participate on Apprenticeship Committee.

Supervision:
Supervise staff including recruitment, scheduling, assigning and monitoring work, determining training and development needs, conduct performance appraisals and determine/recommend discipline; supervise, train and mentor apprentices throughout apprenticeships to meet the requirements of their apprenticeship and conditions of employment; on-call supervision for fleet operations throughout the year including winter control.

Business Planning and Budget:
Provides input into budget and business plan development, policies and procedures; assists with the development of policies and procedures (operator manuals); prepares reports and correspondence.

Liaise with internal staff and external agencies on behalf of the Corporation such as the Ministry of Transportation, Technical Standards and Safety Authority, Electric Safety Authority. Will perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program.

NOTE: The Fleet Technology & Training Administrator hours of work will vary depending on departmental needs.

QUALIFICATIONS:

  • Must have a Master's Degree in Business, Engineering or related or Ontario Ministry of Education equivalency and a minimum of one (1) year of job related experience in an operations/technical environment including repair operations, driver training and CVOR compliance;
  • OR Must have a University Degree in Business, Engineering or related or Ontario Ministry of Education equivalency and a minimum of two (2) years of job related experience in an operations/technical environment including repair operations, driver training and CVOR compliance;
  • OR Must have a three (3) year post-secondary school Community College Diploma in Business, Engineering Technology or related or Ontario Ministry of Education equivalency and a minimum of four (4) years of job related experience in an operations/technical environment including repair operations, driver training and CVOR compliance;
  • OR Must have an Ontario Secondary School Graduation Diploma plus one (1) year post-secondary education in Business, Engineering Technology or related or Ontario Ministry of Education equivalency and a minimum of six (6) years of job related experience in an operations/technical environment including repair operations, driver training and CVOR compliance;
  • OR Must have an Ontario Secondary School Graduation Diploma or Ontario Ministry of Education equivalency and a minimum of ten (10) years of job related experience in an operations/technical environment including repair operations, driver training and CVOR compliance;
  • Must have a Truck and Coach Technician (310T) Certificate of Qualification and demonstrated ability to supervise fleet operations.
  • Must possess certification as a Driver Trainer or be willing as a condition of employment to obtain within six (6) months and be eligible to become a Ministry of Transportation Ontario Signing Authority and Air Brake Instructor.
  • Must hold and maintain a current, valid and lawful Class 'D' Driver's License with a "Z" endorsement in accordance with the Highway Traffic Act, for the purposes of operating a City of Windsor vehicle and must provide a driver's abstract free of any major offences as a condition of employment.
  • Must have progressively responsible experience in personnel supervision, contract administration, budget control and performance monitoring, in a computerized and unionized environment.
  • Must have knowledge of relevant legislation and standards including the Occupational Health and Safety Act, Highway Traffic Act, Commercial Vehicle Operator Registration, appropriate equipment maintenance procedures and hazards associated with the work.
  • Must be able to travel to various work sites and complete investigations.
  • Must possess excellent written and verbal communication and presentation skills.
  • Demonstrated ability to research new technologies and green fleet initiatives, develop training programs, carry out training, inspection and investigations related to fleet issues.
  • CVOR compliance, safety and training experience considered an asset.
  • Possession of propane (ICE-P) and natural gas (ICE-NG) as recognized by the Technical Standards & Safety Authority considered an asset.
